On 8/10/24 I responded to the above location in reference to an incident that was originally called in as an auto theft. Richard Banks (the complainant) advised that his mother in law Nolanda Kemp had taken his vehicle, which had his child (referred to as Juvenile 1) in the back seat. The following is his statement.
Banks and his wife [REDACTED] have been separated for quite some time. He had been trying to take possession of the sedan that [REDACTED] has been driving, due to financial issues limiting him from paying a car note on two vehicles. His intention was to walk to [REDACTED] residence, take possession of the sedan, and turn his other vehicle back to the bank.
He walked up to parking spot where the sedan was parked. Inside was his mother in law Nolanda Kemp. He told her what his intentions were. She proceeded to call her daughter [REDACTED] over so the two could speak. During the interaction, [REDACTED] asked Banks if he wanted to take the kids with him, he advised he couldn’t at the moment, but he was holding his son (referred to as Juvenile 2) in his arms as the three subjects were speaking. While [REDACTED] and Banks were speaking, Kemp would cut in and tell Banks that he could not take the sedan, as it would leave [REDACTED] without a vehicle. She kept telling Banks to bring the other car over (a minivan Banks and [REDACTED] share). When he advised that he would not be doing so, Kemp got into the sedan, with Juvenile 1 sitting in the back seat, and attempted to drive off.
Banks saw that Kemp was attempting to drive off with the vehicle and he tried to stop her. He held onto the vehicle and stopped it by pressing his foot on the brake. Simultaneously, [REDACTED] took Juvenile 2 out of Banks hands. He kept telling Kemp to not drive the car away, but eventually she was able to leave the scene, with Juvenile 1 in the back seat. Banks advised that his foot was ran over by Kemp.

Banks was able to give me the location of the vehicle ([2300 BLOCK] Coakley St) and Savannah PD precinct 5 units were able to locate the vehicle, Juvenile 1, and Kemp.
Due to the actions taken by Banks and Kemp during the incident regarding the vehicle with Juvenile 1 in the back seat, both of them were charged with Reckless Conduct, Disorderly Conduct, and Cruelty to Children in the 2nd degree. Banks was handcuffed (double locked), ed, and transported to CCDC without incident. Ofc. J. Persse transported Banks and his back seat was checked before and after transport.
