Discretion is advised.]On March 28, 2025, I responded to the Bohemian Hotel at 102 W Bay St regarding a male subject committing public indecency.I made with Ms. [WITNESS #1] and Ms. [WITNESS #2] who reported Ms. [WITNESS #1] had to run off a male subject who trespassed on the property. She explained having to run down to the employee’s lounge after Ms. [WITNESS #2] called her in a state of panic as she told her there was a male subject in the lounge. Ms. [WITNESS #2] informed her as the male backed her into the corner, he began to reach in his pants and she thought he was going to pull a weapon out.I reported she realized the male was mastrbating inside his pants as she could she his right hand going in a back and forth motion as he was looking at her. It was said he did not physically expose himself, but it was evident he was mastrbating. Ms. [WITNESS #1] said as she came in the lounge, she saw the male subject facing Ms. [WITNESS #2] with his hands in what appeared to be his pocket. She confronted the male subject and asked him leave the premises. Ms. [WITNESS #1] advised at first, the male refused to leave but when she said she was calling police, he left the hotel and went walking down Bay St. The direction of travel was not specified.Ms. [WITNESS #1] provided me with video footage of the male subject in the lounge. From the video, I was able to observe, the male subject come into the lounge through a back door that reported to be unlocked for employees to come in. The male then goes into the restroom and as he is in the restroom, Ms. [WITNESS #2] come into the lounge an walks towards what appeared to be the kitchen area and the male subject comes out the bathroom and walks towards the area where Ms. [WITNESS #2] is. His back is to the camera as he appears to be talking to Ms. [WITNESS #2] with a cup in his hand. He puts the cup down and proceeds walk closer to Ms. [WITNESS #2] and it can be seen putting his hand in his pants or pocket. He backs away as Ms. [WITNESS #1] walks in and he leaves.Ms. [WITNESS #1] provided me with the video and photos of the male subject and both were uploaded to Axon Evidence. I provided them with a case report number.Upon further investigation and help from the HOPE unit, I was able to identify the male as Mr. Reggie Hayes. It was discovered Mr. Hayes is currently on probation, I ed his Probation Officer, Ofc. Gray. I left a voicemail informing her of the incident.Based on the statements and video evidence provided, I found probable cause to have warrants put out on Mr. Hayes for Criminal trespass (O.C.G.A. 16-7-21) as he illegally entered the hotel through a back door and refused to leave the premises when asked by Ms. [WITNESS #1].I found probable cause on a warrant for Public indecency (O.C.G.A. 16-6-8) based on the statements from Ms. [WITNESS #2] that Mr. Hayes reached into his pants and began mast*rbating in front of her. Ms. [WITNESS #1]’s corroborated story and the video evidence support Ms. [WITNESS #2]’s statement as Mr. Hayes can be seen reaching in his pants while having her in a corner.Warrants will be submitted for review.[End of Narrative].
