On July 20, 2024
at or around 1420 hours I, Officer Johnson, responded to [600 BLOCK] W. 39th St. in reference the theft from a vehicle.
Upon my arrival, I spoke with the reporting party, [VICTIM ], who stated that while in her she began hearing her ring camera alert her on her cell phone. [VICTIM ] said when she finally looked the footage, she witnessed someone going in her 2005, Honda Odyssey Van ([REDACTED]).
[VICTIM ] described a black female wearing red and pink pants with a white t-shirt. She advised the female entered her through the passenger front door, sat down and began going through the vehicle. She forwarded the footage from the ring camera to me.
While looking at the video, the female, Octavia Brown, walked to front porch of [VICTIM ] . I got out of my patrol car when [VICTIM ] confirmed that this was the subject that entered her vehicle. I asked Brown to come speak with me. Once she was with me, I grabbed her arm in an attempt to place her in handcuffs. Brown instantly began to struggle with me, pulling away, trying to get out of her t-shirt and even attempted to get into the back of a cab that was traveling west on W. 39th St.
Once I was able to get Brown on the ground, I requested Unit 10-18 to my location. Officer Decker and Officer Marion were able to place handcuffs on Brown and place her in the back of the patrol car.
Brown was charged with Disorderly (O.C.G.A. 16-11-39), Obstruction (O.C.G.A. 16-10-24) and Entering Auto (O.C.G.A. 16-8-18), She was arrested and transported to CCDC.
[VICTIM ] was given a CRN.
