Other officers reported it over the radio, stating they believed it came from West Broughton Street.As I drove towards the area, I heard three more gunshots. While checking the area, other officers were ing two individuals inside a Chevy Camaro, parked in front of 420 West Broughton Steet.When I went to assist them, I heard the driver being ordered out of the vehicle. The individual, identified as MARVIN JOHNSON, was not complying with the officer and remained in the vehicle. Johnson was again told to get out of the car and refused. I helped grab ahold of Johnson, pulling him from the vehicle and onto the ground. I maintain pressure against him to prevent movement or resistance.Johnson was secured in handcuffs and was frisked for weapons. He was moved over to the side of the road, where his handcuffs were checked for proper fit and were double-locked. I stood by him while the events of the incident were being investigated.While I was assisting in detaining Johnson. Other officers detained the passenger, identified as MICHAEL THOMAS, who was found with a handgun on his lap. In addition, fired casings were found in the vehicle and outside the passenger door. Bullet fragments were found on the ground in the immediate area of the passenger door, with one being stuck in the right rear tire.Johnson and Thomas were inside separate patrol vehicles.Johnson was recognized for being at the intersection of West Congress Street and Whitaker Street a short time before. He was observed laying on the sidewalk.Johnson had a strong odor of alcoholic beverages coming from his person. I requested he submit to giving a blood sample, and he verbally agreed.The vehicle was ed with two handguns, magazines, and ammunition found. The car was towed by Gordon’s towing and brought to their tow yard.Camera footage was obtained, where Thomas is observed discharging a firearm out the passenger door towards the buildings on the North side of West Broughton Street. The nearby bars recently closed and there were numerous people in the area.Thomas was placed under arrest and ed incident to arrest.Another officer transported Thomas to Memorial Hospital to obtain medical clearance, before being booked in the Chatham County Detention Center.Johnson was transported to the Central Precinct where a blood sample was obtained by EMS. Thereafter, he was transported to Memorial Hospital to obtain medical clearance, before being booked in the Chatham County Detention Center.Both Johnson and Thomas vomited inside the patrol vehicles they were detained in.As my interaction with Johnson went on. He became increasingly less conscious, needing ammonia wipes and sternum rubs to wake him up. He generally remained in a hunched-over position, was incapable of getting in/out of the vehicle on his own, and needed to be supported while standing and guided walking.The discharged firearm, magazine, and ammunition were submitted to the Savannah Police Property room as evidence.
