Medina, responded to [2300 BLOCK] Louisiana Ave. regarding a domestic dispute involving strangulation.Upon my arrival I spoke with [VICTIM ]. She stated that at approximately 1300 hours, at [200 BLOCK] W 39th St., she was strangled by her boyfriend, Kai Salisbury. [VICTIM ] stated that she and Kai had an argument because he wanted her to go somewhere but she did not want to go. She advised that Kai is very controlling and strangles her almost every day, so she was hesitant to tell him no. She further advised that he continued to push for her to go to this unknown location with him so she told him that she did not want to. [VICTIM ] stated that this is when Kai began strangling her with both hands while biting her right ear. Kai stated that both of Kai’s thumbs were pressing against the center of her neck. She also stated that on a scale of 0-10 (0 being no pressure at all, and 10 being the most pressure she’s ever felt), the pressure Kai applied to her neck was on a 9. [VICTIM ] advised that her breathing was obstructed while Kai was applying pressure to her neck. [VICTIM ] advised that she did not lose consciousness but complained that her neck hurt and that it was hard to swallow after the incident. Due to the shade of [VICTIM ]’s skin, I could not determine if there was bruising along her neck.
