On 7/6/2024
at 2112 I responded to [2100 BLOCK] Florida Ave. on a domestic violence report.
I arrived and made with the victim [VICTIM ] the suspect Jose Carraro-Vargas had already left the scene. [VICTIM ] only spoke Spanish and indicated Jose fled on foot east on Florida Ave. wearing a white t-shirt, shorts and white shoes. Ofc. Jimenez responded to translate throughout the incident.
[VICTIM ] stated that she was laying in her bed and Jose was outside drinking. Jose came into the bedroom to change clothes. [VICTIM ] asked Jose if he was going to keep drinking, Jose then jumped on top of [VICTIM ]. Jose placed both hands around [VICTIM ]’s neck with his thumbs pressing in her throat. [VICTIM ] pushed his hands off, she stated he tried to do this three times for about 10 seconds each time. Jose was also holding her down with his left hand and punching her in the head with his right.
As the struggle continued into the kitchen Jose picked up two kitchen knives. [VICTIM ] stated he did not attempt to use the knives and just put them in his pockets. [VICTIM ] stated Jose’s brother [REDACTED] came over and stopped the incident [VICTIM ] used this time to run outside and call police. Once she called Jose fled on foot east on Florida Ave. and [REDACTED] left west on Florida Ave. [VICTIM ] did not know any other information about [REDACTED] other than his name. Jose’s possible destination was Capital St. where he has associates.
[VICTIM ] did not know how long the entire incident happened. She stated that she was strangled with both hands 3 times for about 10 seconds each time. She described the pressure on her neck as an 8 on a scale from 1-10 with 1 being the least amount of pressure she’d ever felt and 10 being the maximum. She did have a raspy voice and claimed her throat hurt. She did not vomit, urinate, or deficate on herself and did not lose consciousness. She had also not changed clothes since the incident and stated this is the first time this has happened.
[VICTIM ] and Jose’s child [WITNESS ] witnessed part of the incident. [WITNESS ] stated she saw [VICTIM ] being held down and punched. Another witness, [WITNESS ] stated she had arrived back from the store and heard [VICTIM ] and Jose arguing. She saw Jose holding [VICTIM ] down and punching her. [WITNESS ] then shut the door keeping [WITNESS ] from witnessing anymore of the altercation. [WITNESS ] also witnessed [REDACTED] arrive and stop the altercation. She also confirmed Jose fled eastbound and [REDACTED] fled westbound but was unsure if they met back up after.
Sgt. Noto responded to scene and I requested EMS for the strangulation. EMS responded and checked [VICTIM ]’s vitals but she refused to be transported to the hospital. Family violence detectives were requested and Det. Hogan responded. I observed a knot on the right side of [VICTIM ]’s forehead. I did not observe any bruising on her neck. I observed redness in her eyes but I could not determine if it was from the strangulation or from crying. I did not see any petechiae in her throat. I took pictures of [VICTIM ]’s injuries and areas that she had complaints of pain. I also took a picture of Jose and uploaded them all to evidence.com under this CRN. [VICTIM ] did screen into the lethality protocol but declined to speak with anyone at Safe Shelter.
[VICTIM ] and Jose are engaged and live together and [2100 BLOCK] Florida Ave. and they have a child in common. [VICTIM ] was given a Spanish CRN card and advised of her resources.
