On Sunday, August 4, 2024
, at 1353 hours, I was dispatched to the McDonald’s located at 2025
Skidaway Rd to a report of public indecency. The caller indicated that a black male was observed mastrbating inside the restaurant. Upon my arrival, I activated my BWC and approached the McDonald’s employees in the parking lot. They informed me that the suspect was still inside, seated at a table. I spoke with the caller and witness, Ms. [WITNESS ], who identified herself as the shift manager. She reported receiving multiple complaints from customers regarding a black male at a table who was mastrbating. According to Ms. [WITNESS ], the customers claimed he was watching them while doing so. She stated that when she approached the table to ask him to leave, she witnessed him in the act. Ms. [WITNESS ] described that he was holding his pants up with one hand while using the other hand to perform an up-and-down motion inside his pants. Upon noticing her, he stopped the behavior and acted innocent. Ms. [WITNESS ] then asked him to leave, to which he complied.
However, shortly after returning to work, she heard a disturbance and discovered that the suspect was involved in a confrontation with a customer who had witnessed the incident. Ms. [WITNESS ] proceeded to the parking lot and called 911. While on the line with the dispatcher, she informed them that the suspect was still engaging in the inappropriate behavior. Ms. [WITNESS ] advised the witnesses left the scene before I arrived on scene. When asked if she wished to pursue charges, Ms. [WITNESS ] said yes. She also mentioned that no employees on duty had access to the surveillance cameras, and the manager would not arrive until tomorrow.
I made with the suspect inside the store, and he was escorted outside for arrest. A incident to arrest did not yield any valuable evidence. The suspect declined to answer questions, exhibited signs of mental health issues, and appeared to be talking to himself. He identified himself as Jeremiah Finch from Florida. After running his name, it was confirmed that he had a Florida license matching his identity. Officer Van Bramer spoke with a witness inside the store about the suspect’s indecent behavior, and [WITNESS ] confirmed witnessing the incident. Ms. [WITNESS ] advised the suspect was mast*rbating at a table, she advised he was holding his pants up with one hand while the other hand was inside his pants. Mr. Finch was charged with public indecency OCGA 16-6-8 and was taken to CCDC by Officer Van Bramer without any issues.
