On 07/25/2024
at approximately 1657 hours, I responded to 4700 Waters Avenue (Memorial Medical Center emergency room entrance) in reference to an Officer who asked for assistance. Officer Carter advised the hospital was locked down and there were family members of a deceaced person from a Chatham County Police Department case who were on scene being extremely disorderly. Officer Carter relayed the members of the family were attempting to bypass instuctoins given by hospital security and staff by trying to enter the hospital through other entry ways. Officer Carter advised there was a black male with a black shirt, dreads and shorts who was walking around yelling at officers on scene.
Upon arrival, Cpl Valmont, Officer Carter, Officer. and I along with Chatham County Units on scene were then advised to remove anyone who was not needing treatment from MMC. Security Officers advised that the black male with the black shirt was to be removed from the property. Officers on scene, attempted to remove the black male from the property, however he stated he was not leaving his loved one and continued to move forward towards the emergency room entrance doors. After multiple attempts at advising the black male with the black t-shirt to remove himself from the property, Officer placed him in handcuffs and detained him.
While officers on scene were detaining the black male in the black shirt, another black male, later identified as Ja’Von Flores started running swiftly towards officers and advised that he was not taking his family member to jail. Chatham County Officer David Murrell (0960) and Officer Carter initially stopped him from reaching his family member, however Ja’Von was extremely upset. Ja’Von was asked multiple times to stop and to place his hands behind his back in order to detain him. Ja’Von continued to move his arms aggresively from side to side and up and down. Based upon his continued disregard for lawful commands issued by multiple law enforcement to stop and leave the property, along with the statement Ja’Von made towards us regarding his family member, I, along with Officer Miller and Chatham County Officer Murrell decided to bring Ja’Von down to the ground in order to detain him.
I placed my right leg in front of Ja’Von’s left leg and moved it back towards my body causing Ja’Von to lose balance while Officer Miller did the same thing to Ja’Von’s right leg causing Ja’Von to go to the ground. Ja’Von continued to resist and did not allow officer’s to place him in handcuffs. I was then able to place Ja’Von’s left hand in double locked properly fitted handcuffs while Officer Miller and Chatham County Officer Murrell placed Ja’Von’s right hand in double locked properly fitted handcuffs.
Ja’Von was then assisted to Cpl Valmont’s patrol vehicle, however Ja’Von resisted walking on his own and was slightly lifted by Officer Miller and I into the back of the vehicle. While placing Ja’Von in the vehicle, Ja’Von made several attempts at keeping his leg out of the vehicle in order to not allow us to close the door. Ja’Von also kicked my right arm with his left leg on my hand multiple tiimes as I attempted to place his leg back within the vehicle. Ja’Von continued to resist but was eventually placed in the vehicle with his safety equipment on.
Based upon the incident above, Ja’Von was charged with one count of OCGA 16-11-39 Disorderly Conduct, one count of OCGA 16-10-24 Obstructing Law Enforcement and one count of 16-721 Criminal Trespass. Ja’Von cleared by MMC staff prior to being transported and booked into CCDC without further incident.
