On 07/04/2024
at 1421 hours, I, Ofc Robinson, and CPL Hunter, arrived on scene at [3900 BLOCK] Crane St., #[REDACTED], in reference to a Domestic.
I activated my BWC, and made with a male identified as Jestin Jones. Jestin was using profanity and having a verbal dispute with his girlfriend Eddyiana Perry. I asked Jestin to come speak with me so that I could obtain a statement from him. Jestin ignored me and continued to argue with Eddyiana. I repeatedly stated, “Sir,” and again, Jestin ignored my verbal commands. I shouted, “Sir.” in a final attempt to gain voluntary compliance, and Jestin began walking down the stairs with me. Even walking down the stairs, Jestin continued to be disorderly.
He refused to listen to anything I stated, asking other people if he resides at the residence, for validation. Ofc Graham arrived on scene and stood by while I obtained information from Jestin.
Jestin explained that he came over to the residence to grab his shoes, and work clothes. He stated that he was at work and came on his lunch break. Jestin also stated that he had been staying at his mother, [REDACTED] house. According to Jestin, Eddyiana sent him text messages asking him to come over. Jestin advised that he put his clothes in the washing machine at his mother’s house.
Jestin advised that he came to the residence because Eddyiana wanted to see him. Jestin stated that he and Eddyiana have been residing at the residence since March of this year. Jestin explained that Eddyiana became upset because he was not in his work clothes, and he advised her that his work clothes were in the washing machine at his [REDACTED]’s .
Jestin stated that he told her that he was about to leave, and she went and got her brother, [REDACTED]. At that point, Jestin advised that Eddyiana tried to block him from leaving out of the residence. I did observe text messages on Jestin’s phone where Eddyiana asked him to come over, and had accused him of cheating on her.
I made with Eddyiana who explained that she called Jestin to come over, because she wanted “company,” and then Jestin began to get disrespectful. At that point she advised that she told Jestin to go into the bedroom, because [REDACTED] was in the room. After that, she explained that Jestin exited the bedroom, and went into the living room.
Eddyiana advised that she gave their son, [REDACTED] a bottle, and then Jestin went back into the bedroom. They began to argue and she made a comment about [REDACTED]. She advised that Jestin threatened her, and slapped her on the right side of her face. At that point, Eddyiana explained that she informed [REDACTED], and told him to call the police. During that time, Eddyiana stated that [REDACTED] was in his crib in the living room. I observed no bruises on the right side of her face. Eddyiana advised that Jestin does not reside there.
I spoke with [REDACTED], who stated that both Eddyiana and Jestin came in his room arguing, and Eddyiana informed him that Jestin slapped her, and he called 911.
I provided both parties with CRN cards, and instructions to obtain a copy of the report. I advised them that it would be in their best interest to separate for the night, to allow things to cool down. They both insisted on staying. [REDACTED] stated that he was leaving because Eddyiana continues to allow Jestin to come over. I explained to Eddyiana that if she wants Jestin to leave, she would need to file an eviction with the court, as I can not prove or disprove that he resides there.
[REDACTED] was moving his belongings out of the residence. Eddyiana was becoming disorderly as she was speaking to [REDACTED]. [REDACTED] stated to Eddyiana that Jestin does not respect her, but she is still going to text him. Eddyiana refused to talk after that and I advised her to have a good day.
My BWC was then deactivated due to ending with all parties. Ofc Graham, CPL Hunter and I stood by on scene as [REDACTED] retrieved his belongings, and we could hear Eddyiana and Jestin arguing. I acivated my BWC, and we immediately went upstairs, and Eddyiana yelled that Jestin had just spit on her. They continued to become disorderly, arguing back and forth. At that point, we advised both parties that someone needed to leave for the night Eddyiana grabbed [REDACTED], and contiuned to yell profanities at Jestin, while walking out of the residence. [REDACTED] was handed off to [REDACTED], [REDACTED]’s godmother.
[REDACTED] began arguing with Jestin as he was removing his belongings, and I pulled [REDACTED] out of the residence as they were in close proximity. [REDACTED] began arguing with Eddyiana stating that she is not innocent and keeps allowing Jestin to come over. Jestin could hear the conversation, and started making provoking comments. I asked Jestin several times to ignore the conversation.
Eddyiana came back to the door and I asked her what she needed out of he residence. I followed her into the residence to retrieve her keys, to make sure the incident did not escalate, and to ensure she did not access any weapons. Eddyiana exited the , and I stood near the door to help maintain order. I walked over to [REDACTED] to ask if he had any belongings in the residence that he needed to remove. He advised yes, and I asked Jestin if it was okay for [REDACTED] to retrieve his items. Jestin advised yes.
Eddyiana approached the door and stated that she did not understand, because Jestin was not on the lease, and it was explained to her that because Jestin has a key and established residency, that she would have to file for an eviction, if she wanted him removed. Jestin made provoking comments and he was asked to stop antogonizing Eddyiana. [REDACTED] continued to move his items out of the . Jestin stated that he was not leaving and that he was going to go take a shower. Eddyiana continued to become disorderly, making comments about his mother, [REDACTED], and began yelling.
Again, Jestin came into the living and continued to provoke Eddyiana by making comments. Eddyiana walked into the residence, and I followed behind her. I followed Eddyiana as she went into her room and stood by. She exited the bedroom and asked if I was going to watch her in her own and I advised, “yes.” Eddyiana stated that I could step out of her house, and I advised her, “no.” I explained that I had a lawful right to be there.
Eddyiana and Jestin continued to make provoking comments to eachother. I asked Eddyiana if she had any other items to gather from inside, as she reentered the residence. She stated that she was looking for her phones that are missing. She then looked at me, picked up a white towel, and threw it at my face. I entered the residence and followed Eddyiana as she went into her bedroom. I said, “Ma’am come here,” as I grabbed her arm and began to place her under arrest. She resisted and told me to move and CPL Hunter assisted me by grabbing her other arm, so that I could place the cuffs on her. We began to escort her out of the residence and [REDACTED] stood in the doorway, yelling and blocking us from leaving. I pushed [REDACTED] out of the way, and said excuse me to get Eddyiana to my patrol vehicle.
Once outside of the residence, Eddyiana began to resist by locking her arms and as CPL Hunter and I approached the stairs, [REDACTED] began yelling and attempting to run towards Jestin while Ofc Graham tried to intervene. CPL Hunter ran to assist Ofc Graham and Eddyiana tried to walk toward the residence as I pulled her away. I notified dispatch to send additional units as the situation began to escalate. [REDACTED] ran toward me to run up on Jestin, who was attempting to come out of the other door to the residence. I tried my best to use my back to push Jestin back and keep my hands on Eddyiana. CPL Hunter ran and grabbed [REDACTED]. As I escorted Eddyiana to the stairs she began to resist and became dead weight by slouching down. I lifted her up and I heard [REDACTED] yelling.
Again, I requested additional units, and escorted Eddyiana downstairs, while a female, [REDACTED], tried to run up the stairs, and I advised her to stay where she was. I placed Eddyiana in the back of my patrol car. Ofc Buck arrived on scene and Eddyiana was ed incident to arrest, and placed in the back of her patrol car. Ofc Buck had to respond to another call, and Eddyiana was placed back in my patrol vehicle.
Eddyiana was arrested and charged with OCGA 16-5-23(e) Simple Battery on a Police Officer, and OCGA 16-11-39 Disorderly Conduct. Jestin Jones was arrested by Ofc Graham, and charged with OCGA 16-11-39 Disorderly Conduct. I transported Eddyiana to CCDC, where she was booked, and Jestin was transported and booked by Ofc Graham, I notified DFCS of the incident as [REDACTED] was present. This concludes my report.
