August 4th, 2024
1928 hrs I was dispatched to [400 BLOCK] Tibet Avenue #[REDACTED] in reference to an Assault that occurred.
[WITNESS ] reported that his mother in law [VICTIM ] had been struck in the face and strangled by her ex husband Earl Moore. Video footage showed Earl standing closely upon [VICTIM ] arguing with her. Earl raised his hand to [VICTIM ]’s face and pushed it forward, moving her out of frame. The video ended there. [WITNESS ] told me that this incident was one of many that Earl has committed against [VICTIM ] that went unreported.
Earl used 1 hand to tightly grasp [VICTIM ]’s throat for 15 seconds as he coerced her to agree with his stance in the argument. She couldn’t breathe. [VICTIM ] did not black out, urinate or deface as a result of the applied pressure. A red mark was visible on the left side of [VICTIM ]’s neck. Earl let go. [VICTIM ] then transported him to an unknown location near Augusta Avenue afterwards. SPD supervisor and Family Violence detective responded to the scene.
Domestic Violence Lethality read. [VICTIM ]’s answers did not activate the protocol. Safe Shelter’s services explained to [VICTIM ]. CRN card given. I advised her how to obtain a copy of this report.
