Dispatch advised the complainant stated she wanted to report a simple battery. They further advised that a female borrowed their phone and had a bruise on her neck and eye. They stated the female was wearing a white scarf around her head and colorful shirt. They stated the female asked to use his phone and she was walking down Paulsen St. They gave a potential address of [700 BLOCK] Bowling Ln.When I arrived on scene, I canvassed the area and was unable to locate anyone initially. I called the complainant’s phone number and spoke to a female. She stated they called on behalf of the injured female. The third party anonymous complainant stated she saw the female walking down E Gwinnett St and that she was busted up and asked her to call 911. They stated the female’s name was Michelle and the male party was named David. The complainant does not personally know the female or any further information about them except they were potentially located in the lane between Paulsen St and Atlantic St and between Bolton St and Waldburg St.I went to the lane as described and observed a black female wearing a multicolored top and a white scarf around her head standing outside in the middle of the lane. When I approached her, I observed a large open, fresh laceration on her neck, above her eye and forehead. These lacerations appeared to be deep and from a sharp item based on the way they were sliced open. She was actively bleeding from these injuries. I asked her how did this happened and she began speaking about someone’s birthday and there was an argument with a male. She was very difficult to understand because her speech was slurred and she was heavily intoxicated. She stated she was drinking and I could smell an alcoholic beverage emanating from her person. I asked her to describe the person that did this to her. At first, she described a white male with blonde hair and mustache named [REDACTED], approximately 5’5 height. I kept asking her how she received the injuries then she stated it was from a black male wearing all black that fled the scene when we arrived but did not know who he was. While I was attempting to receive a statement from her, a black male wearing dark clothing was standing on the porch of [700 BLOCK] Bolton Ln and was waving at me trying to get my attention. I advised him I would come speak with him in a moment.I continued getting the female’s information and she stated that her name was Bonnie Johnson. Later on, I was able to identify her properly as Shirley Maynor. Shirley would not tell me how she exactly received the injuries. She ushered me to follow her to the scene which was located at [700 BLOCK] Bolton Ln on the side of the residence underneath an awning where it appeared she was living. She stated she was going to cook some chicken on the grill and showed me the chicken, which was still uncooked and had blood drops on it. She continued trying to explain to me parts of what happened but again, she was very difficult to understand due to the slurred speech and intoxication. During the entire time I was questioning Shirley, I asked her to repeat and clarify, but she kept telling me that she was telling the story. Throughout the area that she was showing me she was in during the incident, I observed blood droplets and pools of blood throughout the entire area from near the grill, and a larger blood stain on the couch. There was also empty beer bottles and a shattered beer bottle. The shattered beer bottle top was near the uncooked chicken and grill; then there were other broken pieces of the beer bottle that trailed towards the couch and in the middle living area. While Shirley was showing me the area, she began touching and moving things from the scene and I commanded her not to move anything then started speaking again about the incident but I genuinely could not understand the majority of her speech. She stated again, that she did not know what she got hit in the head with.I spoke with the black male that was on the porch of [700 BLOCK] Bolton Ln that waved at me before. When I made with him, he was sitting on the couch inside this residence in the front living area, which is a rooming house. He identified as David Reid. He was wearing black pants and a dark green jacket, which matched Shirley’s second description of the suspect wearing dark clothing. I observed a small welt on the center of David’s forehead and dried up blood on the side of his head and on his hands. I asked him what happened between them but he stated that nothing happened and that he was not hurt. He told me that she was intoxicated and I see how she is. He also appeared to be intoxicated due to the slow speech, glossy eyes and the smell of an alcoholic beverage emanating from his person. David stated he was physically fine. David stated he does not currently live with Shirley but he has lived with her in the past at the rooming house in the same room. He kept stating that there was no incident and no one was fighting. There was white female that exited a room in the rooming house of [700 BLOCK] Bolton Ln and she stated she did not observe the incident but the female was not supposed to be here. She stated she did hear them arguing but did not witness anything.I placed David in double locked hand cuffs and patted him down for weapons. I placed him in the back of my marked patrol vehicle. I ran his information through NCIC/GCIC and received a return for a contempt of court misdemeanor warrant issued by CCSO. I ran “Bonnie’s” information through NCIC/GCIC that she provided me with but was not receiving any return.
