Officer’s Narrative:

On 08/01/2024
at approximately 1200am, I responded to a call in reference to an aggravated assault incident, located at [500 BLOCK] Pennsylvania Avenue apt [REDACTED].
Upon arrival my BWC was activated and recording. I met with the reporting party, later identified as [VICTIM ]. [VICTIM ] stated she was recently evicted by someone she was living with, and today was the last day. She stated she is now less with her 3 children, and they do not have anywhere to go. Her children also are unable to attend school when school starts. She was unable to get the necessities needed for her children to be able to attend school. Due to her frustration she did not want to talk to her boyfriend, later identified as Alonzo Ashe. Alonzo informed her that he was not going to be able to give 100% to her and her children. [VICTIM ] than said “well what I need you for then”.
Alonzo then grabbed [VICTIM ] around her throat with both hands. Alonzo slightly choked [VICTIM ], and she knocked on apartment [REDACTED], in attempt to get help. Once Alonzo observed [VICTIM ] calling for help he choked her until she was unable to breathe and also lost conscious. [VICTIM ] was awaken by her children screaming her name. [VICTIM ] was confused and disoriented, and was unsure of what happened. As I spoke with [VICTIM ] she displayed issues with breathing. She continuously gasped for air, or had to stop speaking to catch her breathe.
[VICTIM ] had petechiae in both eyes, and also had swelling around her neck. EMS confirmed [VICTIM ] had swelling in the throat. [VICTIM ] refused to be checked by EMS for further injuries as the hospital. EMS advised [VICTIM ] of the possible side affects of being strangled, and it was not safe to not be checked for further injuries. [VICTIM ] still denied further services. I took pictures and uploaded to via Axon Capture.
I spoke to [WITNESS ], who is the daughter of [VICTIM ]. [WITNESS ] said she did not hear her mother knock on the door or scream for help. She stated she over heard the sternness in Alonzo’s voice.The caught her attention, and she opened the apartment door. She then observed Alonzo standing over her mother choking her with one hand, and her mother was not conscious. [WITNESS ] pushed Alonzo off of [VICTIM ], and he ran down the stairway, and fled into his vehicle. She called for her mother to wake up several times, and then observed her mother gaining and losing conscious.
I then spoke to [WITNESS ], the daughter of [VICTIM ]. [WITNESS ] stated she opened the front door to the apartment and observed her mother being choked by Alonzo with one hand, and immediately ran back into the apartment. [WITNESS ] then ran upstairs in the apartment to get her older sister for help.
I also spoke to [WITNESS ], who was also present during the assault. [WITNESS ] said he observed Alonzo choking [VICTIM ] with one hand. Alonzo then ran down the stairs and fled in his vehicle.
As I approached [VICTIM ], I overheard her on the phone speaking to Alonzo. [VICTIM ] then placed her Iphone in my hand. I greeted Alonzo and introduced myself as Officer Quarterman. Alonzo then stated “he made a mistake”, “he was unaware of what he done”, “he was just recently released from being incarcerated”, “he will not go back”, and “he will kill himself” , “he will kill himself before he goes back”, “he was apologetic”. After the statements were said he disconnected the line. He then called back and when asked where he was located, he refused to answer. I advised him to take accountability, and he disconnected the line.
EMS responded to the scene, and also Sgt. Farmer. Detectives also responded to the scene to further investigate. I advised [VICTIM ] of possible remedies, safe shelter, and also resources for her children.
[VICTIM ] denied to speak to Safe shelter, and stated it was long day, and she did not want to deal with the issue anymore.
She was given a CRN card. This concludes my involvement with this matter.
