On October 24, 2024
, at approximately 0815 hours, I, Officer S. McKinnon, was dispatched to 157 Commerce Drive at the Chevron gas station in reference to a domestic dispute.
Upon arrival, I noticed a maroon 2005 Ford F250 (GA Tag:[REDACTED BY AGENCY], VIN: [REDACTED BY AGENCY]) with an Hispanic female in the driver seat, later identified as [VICTIM ]. At this point, dispatch advised a male subject had assaulted a young boy and fled on foot at the Villa Rica High School. While travelling to the high school, I observed the Ford leave the Chevron at a high rate of speed, seemingly trying to reach my position. I observed a young boy in the front seat with blood on his face, matching the description of the victim. I stopped my vehicle to investigate.
Upon confirming the vehicle belonged to the complainant, I advised [VICTIM ] to move to the convenience store across the street. Upon arrival, [VICTIM ] advised a man who was riding in the Ford became irate, cursing at her and the bleeding juvenile, [REDACTED BY AGENCY], her son. [VICTIM ] explained they were sitting in the parking lot of the Chevron. [VICTIM ] advised the man, later identified as Vincent Locklear, attempted to forcefully remove the key from the ignition of the Ford. [VICTIM ] explained Vincent exited the Ford, running around the back right passenger-side, and breaking the window with his fist. [VICTIM ] explained the shattered glass hit her son, [REDACTED BY AGENCY], in the face, causing small lacerations. [VICTIM ] advised she began screaming at Vincent, causing him to walk away. [VICTIM ] explained once Vincent knew bystanders had witnessed the crime, he fled on foot towards the Dorsey Apartments on Commerce Drive.
I spoke to [REDACTED BY AGENCY] and he advised the same exact account. [REDACTED BY AGENCY] advised Vincent was [VICTIM ]’s boyfriend, who currently lived with them at the Dorsey Apartments. [REDACTED] advised Vincent was riding with them as they were dropping off his older brothers at Villa Rica High School. [REDACTED] advised an argument started over [VICTIM ]’s alleged bad parenting skills. [REDACTED BY AGENCY] explained the argument consisted of vague threats and cursing towards both parties. [REDACTED BY AGENCY] advised [VICTIM ] pulled into the Chevron, where the argument worsened. [REDACTED BY AGENCY] explained Vincent attempted to retrieve the keys from the Ford’s ignition, but failed after [VICTIM ] stopped him. [REDACTED BY AGENCY] advised Vincent exited the Ford, becoming extremely aggressive. [REDACTED] advised Vincent shattered the back-right passenger window of the Ford, causing glass to strike his face. [REDACTED BY AGENCY] explained he observed Vincent taking flight on foot. [REDACTED BY AGENCY] advised he was not in any pain and did not need medical attention.
EMS was called regardless of [VICTIM ]’s and [REDACTED BY AGENCY] wishes. EMS cleared [REDACTED BY AGENCY] of any serious injuries. [VICTIM ] refused to have [REDACTED BY AGENCY] transported to the hospital.
Initially, [VICTIM ] was passively uncooperative, but eventually became fully cooperative later in the investigation.
Douglas County K9 units were called for assistance.
[VICTIM ] was able to access Snapchat maps with her mobile phone, which confirmed Vincent’s location in the wood line near the Dorsey Apartments. Vincent called [VICTIM ] on the phone, explaining he was in the woods and could hear the K9 units. I spoke to Vincent via phone, advising him to surrender or the K9 would locate him. Vincent refused to surrender.
Vincent was later found in the woodline near Dorsey Apartments. Vincent was handcuffed to the rear, checked for proper fit and double-locked. Vincent was ed incident-to-arrest, yielding no contraband. Vincent was placed in the inside rear of a patrol vehicle and transported to Carroll County jail.
Vincent was later found to have an outstanding warrant for family violence charges out of Cobb County.
Vincent was charged with Cruelty to Children 2nd Degree-OCGA 16-5-7(C) (Fel), Battery FVA-OCGA 16-5-23, and Criminal Trespass FVA-OCGA 16-7-21. Carroll County warrants are awaiting a judge’s signature.
