I conducted a traffic stop with my emergency equipment and made a driver-side approach. I ordered the driver, later identified as Rodney Toler, to exit his vehicle. Rodney said he was getting out very loudly and appeared to be agitated raising his hands into the air in an agitated manner. Due to his agitated state and the nature of the call, I detained Rodney in double-locked handcuffs to the rear.I spoke to [WITNESS ] and [WITNESS ]. They both advised that Rodney was yelling and cursing at the coaches of the baseball teams. [WITNESS ] tried to pull Rodney away from the field and Rodney continued to try to “rush” the field and pushed [WITNESS ] trying to get passed him. [WITNESS ] advised when Rodney tried to get passed him, he took him to the ground and held him there trying to get him to calm down and stay off the field.Rodney denied trying to get on the field and insisted [WITNESS ] and [WITNESS ] attacked him.Based on corroborated testimonial evidence, I arrested Rodney for Disorderly Conduct (O.C.G.A. 16- 11-39). I checked the handcuffs for proper fit and Rodney was ed incident to arrest.
