On 9/23/2024
at 6:02 p.m., I was dispatched to [200 BLOCK] Kennedy Estates Rd Carrollton, Ga 30116 in reference to a burglary already occurred.
Upon my arrival at 6:12 p.m., I met the complainant, Rashad Bailey. Rashad advised me that he has been working painting cars in the building at the address, and while he was gone his nephew, [REDACTED], broke the lock on the door and parked his Dodge Charger inside the shop. Rashad pointed out the damage to the lock on the door and showed me the Charger parted in between two vehicles Rashad was working on. Rashad said that [REDACTED] had also taken and damaged other items in the building.
Rashad took me to the back wall where he showed me a missing fire alarm. I followed Rashad downstairs into a lower level where he advised me of damage to a light, another missing fire alarm, and a small handmade door that was ripped off the wall. I took pictures of the damage and went back upstairs.
When back up stairs, I asked dispatch to run the VIN on the charger. While I was providing the VIN to dispatch on the radio, an agitated female approached me attempting to get my attention. When I finished with the VIN, I spoke with the female, [WITNESS ]. [WITNESS ] advised me that the vehicle belonged to her son and the property belonged to her. [WITNESS ] handed me paperwork signed by a judge saying she had been appointed business administrator over her late father, [REDACTED]’s, estate which included the building. This angered Rashad, and the two of them began verbally arguing and yelling. There were multiple other individuals present as well that were yelling back and forth, so I asked over the radio to have another unit on scene with me.
When another deputy arrived, I stayed talking to [WITNESS ] while he spoke with Rashad. I was attempting to get more information about the paperwork, but the yelling back and forth continued. Rashad was saying [WITNESS ] did not have ownership of the building, and her paperwork was void. [WITNESS ] was saying that the building did belong to her, and she did not want locks on the doors, hence the previous mentioned lock being broken. Due to the history at the address and the current situation, multiple other deputies were arriving.
Once more deputies arrived, I spoke to Rashad. Rashad was telling me he paid bills for the building and had an order number on [REDACTED]’s will. Rashad was explaining that he had started the process of probating the will and had a court date set in January. Supervisors on scene took [WITNESS ]’s paperwork and what Rashad claimed and called a judge to get clarification. While they waited on a response, I stayed with the two parties to prevent the incident from escalating.
[WITNESS ] and her sons had calmed down and were cooperative with law enforcement Rashad continued to try and provoke [WITNESS ] and her sons as well as yelled at deputies. A sizable crowd was also forming that was on the side of [WITNESS ] and her sons.
The judge called back and advised that at this current time both Rashad and [WITNESS ] have rights to the building. This angered Rashad even more. Rashad immediately went over to the crowd and was yelling at them. Rashad was pacing back and forth yelling and calling the individuals obscene names. Deputies stepped in and separated the crowd from Rashad. Rashad continued to pace and yelling attempting to provoke someone to fight him. Rashad was extremely tense and with his fists balled by his sides.
After a few minutes, deputies did start stepping away. Rashad was still yelling, and once deputies were out the way and male named Kevin Hill stepped out the crowd and was walking up to Rashad in a manner ready to fight with him. Kevin was tense with his fists balled as well. Rashad quickly came up to Kevin and the two were separated by deputies. Rashad was then placed in hand cuffs behind the back and arrested by Dep. J. Bullock 55 for disorderly conduct. Rashad was placed in the back of Dep. Bullock’s patrol car.
Dep. Bullock also arrested Kevin for disorderly conduct. Kevin was placed in handcuffed behind the back and put in another deputy’s patrol car. At this point, the crowd had dispersed. Rashad and Kevin were transported to the Carroll County Jail and all other deputies went back into service.
It should be noted that the burglary ended up being a civil issue between family due to both parties having rights to the building; however, the pictures taken will still be attached under the other images tab.
