I followed Parks on the cameras until he walked to the parking lot behind Corner Cafe where he got in a vehicle.I met with Parks and introduced myself to his vehicle and asked him to explain what he did after leaving Nama. Parks stated he did not remember what he did. Parks appeared to be in an intoxicated state and admitted to drinking before my arrival. I explained to Parks that I watched him urinate on the square and after explaining this to Parks, he stated he urinated earlier but does not remember it being on a tree.I placed Parks into handcuffs, double locked, and placed him in the back seat of my patrol vehicle. I transported Parks to Carroll County Jail where jail staff took custody.Parks was charged with Disorderly Conduct (Public Drunk) – C66-7(A)(21).Camera footage was placed into the report.[End of Narrative].
