Discretion is advised.]On 04/04/2025 at approximately 0515 hours, I responded to the Tanner Street Parking Deck (213 Newnan Street) in reference to a male who was possibly having a medical issue.Once on scene, I met with WITNESS #1, who stated that she was alarmed and uncofortable when she saw someone (Michael Walker II, offender) in the stairwell on the top floor of the parking deck who appeared to be unconscious. [WITNESS #1] and a group of women meet at that parking deck several times a week to work out.I spoke with Michael, who stated that he was currently less and that he was asked to leave the Alabama Street parking deck the day before. When asked why he was there, Michael made indecernable ramarks as to why he was less, and he stated that even if he was removed from the parking deck he would just come back in a couple of hours. It is also the case that vandalism and entering auto incidents occur in the parking decks.Michael stated that he was not having any medical issues, but was then checked out and cleared by EMS, declining any further medical attention. Michael’s eye were bloodshot and glassy as he was swaying while standing as to seem off balance, slurring his speech and saying non-discernable phrases, displaying that he was intoxicated, but he refused to tell me what he was taking which is typically a sign of using illegal substances. As I continued to ask Michael if he took any drugs or anything that would make him intoxicated, he kept asking me what I found in his belongings. I then placed Michael under arrest, handcuffing him behind his back, checking for fit, and double-locking his handcuffs. I then transported Michael in my patrol car to the jail.Michael was given a criminal trespass notice for the 213 Newnan Street Parking Deck, as well as arrested for the city ordinances of Loitering/Prowling CC66-7(A)(23) and Disorderly Conduct: Public Drunk CC-7(A)(21).[End of Narrative].
