Kirby (219) was dispatched to 901 South Park Street (Xhale City), regarding a Criminal Trespass. Upon arrival, I spoke with [WITNESS #1].[WITNESS #1] stated a white male with long white hair was in the parking lot in front of Xhale City when he exposed his backside to her and four other people. [WITNESS #1] said the male was trying to get his friend’s attention, who was inside shopping. [WITNESS #1] said the male was wearing a hat, gym shorts, and a cross-body bag. [WITNESS #1] said the male was with two other guys, and they started walking southbound alongside South Park Street. [WITNESS #1] noted they looked less, and the white male hair was dirty. [WITNESS #1] noted she did not have access to the Security cameras, but could email the company to aquire the security camera footage.I then described the male to the surrounding officers in the area. Ofc. Kirby got out with the white male, who was identified as Joseph Sconyers. I then relocated from Xhale City to 1129 South Park Street (Target) and interviewed Sconyers.Sconyers stated he did not expose his behind while in front of Xhale City, but he was there with his friend [REDACTED]. Sconyers said he was waiting for [REDACTED] to finish shopping inside, and during that time, he was sitting on the sidewalk. While interviewing Sconyers, officers noticed him digging in his bag beside him.Officers asked Sconyes to stop reaching in his bag, and Sconyers continued. Officers informed Sconyers that his digging in his bag was causing an officer safety concern. Officers asked Sconyers for consent to his bag to ensure nothing could cause harm. Sconyers then became nervous and erratic. This change in body language and behavior is often common with people who indulge in illegal narcotics. Sconyers has a prior history of using illegal narcotics.Ofc. Kirby then spoke to a second witness about the incident at Xhale City.Officers then placed Sconyers in handcuffs, double-locked the handcuffs, and Sconyers was under arrest.I then performed a incident to arrest Sconyer’s bag. While ing the middle pocket of the bag, I observed a used glass pipe commonly known as a “meth pipe” that is used as an ingestion device for illegal narcotics. I then observed in the bag’s front pocket a gray plastic baggie with a knot tied in it. I untied the knot to find a clear, crystalized substance inside, which was suspected to be Methamphetamine. I then placed the clear crystalized substance and the ingestion device inside a clear evidence bag at approximately 18:50 hours. I relinquished the suspected Methamphetamine and ingestion device to Ofc. Kirby to be dropped at the evidence room at the Carrollton Police Department.Sconyer complained of having chest pain. I had a West Georgia ambulance respond to the scene, and they cleared Sconyers. I then transported Sconyers to the Carroll County Jail; Sconyers was still having chest pain. I then transferred him to Tanner Hospital in my marked patrol car. Sconyers was then admitted to Tanner Hospital for more testing on his chest. Joseph Sconyers was not arrested because he was admitted to Tanner Hospital in Carrollton.Warrants are being typed for Joseph Sconyers and awaiting a judge’s signature.[End of Narrative].
