On 8/11/24, I, Deputy Boyd, was dispatched to [100 BLOCK] Delia Pease Rd in reference to a domestic. Prior to arrival, dispatch informed me that the aggressor had grabbed a sledgehammer and had hit a car with it. I was also told that the aggressor hit a person.
Upon arrival, I met with the complainant, [WITNESS ], who stated that the aggressor, Heather Meadows, had ran into the house. While waiting for backup to arrive, I began talking to the victim, [VICTIM ], who stated that she was giving her girlfriend, [WITNESS ]’s brother, [WITNESS ], a ride to his residence to get his clothes. She stated that when she arrived, [WITNESS ]’s girlfriend [WITNESS ]’s mother, Heather, became irate. [VICTIM ] stated that Heather started calling her a “bit*h” and walked up to [VICTIM ]’s black Nissan Altima tag number [REDACTED]. Heather punched [VICTIM ] in her face and pulled out a sledgehammer in an attempt to hit [VICTIM ] with it but was grabbed by a family friend, [WITNESS ].
[VICTIM ] stated that Heather hit [VICTIM ]’s Nissan multiple times during [WITNESS ] and Heather’s struggle. I then spoke with [WITNESS ], and he stated that he had taken the Sledgehammer and put it behind the tree after he had struggled with her to obtain it. [WITNESS ] also informed me that Heather had been drinking. I asked [WITNESS ] where Heather could have gone, and he stated that she ran through the house and out the back door, but she could be at the neighbor’s residence at [80 BLOCK] Deila Pease Rd.
I then spoke with Heather’s daughter, [WITNESS ], and [WITNESS ]’s boyfriend, [WITNESS ]. [WITNESS ] stated that he and Heather got into an argument prior to this call. [WITNESS ] stated that the argument happened in Heather’s car, and due to the argument, he requested that she drop him off at another location. He later returned with his sister [WITNESS ] and [VICTIM ] to collect his belongings from [100 BLOCK] Delia Pease Rd due to him living there. [WITNESS ] stated that when he arrived, Heather stated that he could not come in and began cursing at him. [WITNESS ] then returned to [VICTIM ]’s Nissan, and Heather followed behind, starting the events involving the call.
After Deputy T. Jordan arrived, he and I cleared the and found no one. I then proceeded to the neighboring , [80 BLOCK] Deila Pease, and tried to make with the residence. Deputy T. Jordan knocked on the front door while I ed the backyard. While at the back of the residence, I observed an open window. Looking into the window, I observed Heather sitting on her phone in the basement. When given verbal commands to come out of the residence, Heather ignored me and proceeded to make a call. Deputy T. Jordan then got a resident to answer the door, and they proceeded to tell Heather to come out.
After making with Heather, I proceeded to ask Heather for her side of events, but she refused to acknowledge my question, so I placed her in Handcuffs and walked her to my car. While walking Heather to my car, I observed the odor of alcohol. While trying to place Heather in my vehicle, she became irate and began cursing at me and the victim and witnesses on the scene. I then tried to marandize Heather, but she refused to let me talk or listen to me.
I then transported her to Carroll County Jail with no further incident. [WITNESS ] had a video of the incident that was emailed to me. [VICTIM ] estimated the damages to her car to be two hundred dollars. I did not observe any physical marks on [VICTIM ].
After reviewing the video [WITNESS ] sent to my email, I observed [WITNESS ] getting out of [VICTIM ]’s Nissan and striking Heather unprovoked. A juvenile complaint form will be done for [WITNESS ].
