On 07/18/2024
, at approximately 2152 hours, I responded to [1000 BLOCK] Maple Street in reference to Chawn Nolan wanting us to walk inside and check on his kids in the residence. I asked him how he was doing and told him this was the best health I had seen him in, and he was proud of him. It should be noted that I have encountered Nolan numerous times in reference to methamphetamine use and medical calls for bipolar schizophrenia. We told him that they were okay and then resumed service.
The dispatcher then informed me at 2321 hours that Nolan requested to speak to an officer on the phone. I called Nolan and asked him what he needed. Nolan informed me that he wanted to go to rehab so he could fix himself and be better for his kids. I told him I was proud of this decision and wanted the best for him. I informed him that I would reach out to our CRT unit and see if they could attempt to help him get into a rehab facility. Nolan told me that he appreciated me, and then we hung up.

at 0026 hours, Nolan called again, asking for another phone call. Before I called him, he called again and requested to meet in person at Deco Star (1 Decoma Drive). While turning onto Decoma Drive, Nolan was pulling out and flagged me down, and I told him to pull across the roadway and park to speak with me. Once I exited my patrol car, I asked Nolan if he wanted a piece of gum, and he asked if I was going to shoot him. I informed him no and approached him and noticed he was sweating profusely and the strong odor of an alcoholic beverage. Nolan said he wanted me to arrest him for driving on a suspended license and DUI. I asked why I would want to do that, and he said because he wanted to ask the judge to send him to rehab. I informed him that I could get him to Tanner Medical Center, and he could speak to the doctor about going. Nolan informed me that he liked that idea, so I called for an ambulance. I made this decision due to Nolan having an extensive history of bipolar disorder, schizophrenia, and drug abuse. I figured that medical help would be best for Nolan in lieu of charges.
I then called for an ambulance, stood with Nolan, and waited for them to get there. While waiting for the ambulance, Nolan asked me numerous times if I was going to shoot him and pointed at a field, saying that the guy was going to kill him. It should be noted that no one was there, and he was safe with me, and I wouldn’t allow anyone to harm him. West Georgia Ambulance arrived, and Nolan willingly went on a road with them to Tanner. I followed them to Tanner to explain to the doctor that I believed he needed a 10-13 due to him hallucinating and being super paranoid. Once we arrived at the hospital at 0156 hours, Nolan refused to go into a room and stood in the middle of the hallway. Numerous nurses, security guards and I began to plead with Nolan to go into a room so we could get him checked out and calm him down. I tried calming him by giving him space and offering numerous different compromises, but he wouldn’t budge.
Tanner’s nurses asked what we were doing, and I informed them that I brought him in lieu of charges to seek medical aid, so I couldn’t take him to jail unless he refused medical treatment and refused to leave the property. I spoke to Doctor [REDACTED], who asked why Nolan was here. I informed him that he was seeing things and was paranoid. Nolan then walked to the E.R. lobby and continued to tell them he wasn’t going into a room and that he wanted to talk to the doctor out there. At this time, we were at Tanner for an hour, pleading with Nolan to get in his room so they could treat him.
At this time, Dr. [REDACTED] informed me that he was not going to issue him a 10-13. The security guards then asked Nolan to leave, and he walked outside. At this time, he was sitting outside walking around the E.R. entrance interfering with the only working door to the building, and I informed him he needed to leave or he was being arrested. Nolan then began saying take me to jail then. Tanner then advised they wanted Nolan criminally trespassed from the property. I informed Nolan to come to me so we could fill out the paperwork for the trespass, and he refused and was walking in the roadway of Clinic Avenue in an, intoxicated status with bloodshot eyes and stumbling.
I then informed Nolan was under arrest and to come to me. I placed Nolan into two pairs of handcuffs due to his larger stature, checked them for proper fit, and double-locked them. I informed him that he was being trespassed from Tanner unless he was seeking medical treatment he couldn’t come to the property. I also told him that I hoped the judge would get him the help he wanted and that I hoped for the best for him. I then turned Nolan over to a transport officer, who took him to the Carroll County Jail.
