Discretion is advised.]On 04/26/2025 In reference to a domestic dispute involving a firearm. Upon arrival, I made with the complainant, identified as [VICTIM #1] on the front porch. [VICTIM #1] stated that her father was upstairs in the master bedroom. Cpl. Swafford and I went to the bedroom and knocked on the door and called out for Charles Lowery. Charles responded with “what” I called out to Charles again and asked him to open the door, the door was opened by his son [REDACTED]. I asked Charles where the firearm was and he stated that it was behind his chair that he was sitting in. I order Charles to slowly put the firearm on the bed and he complied. The Firearm was rendered safe.I spoke with [VICTIM #2] who stated that she had gone to the mail box and on the way back to the house noticed all the weeds in the grass. She asked Charles why the grass had a lot of weeds and Charles became irate yelling that it’s because he used to take care of it. [VICTIM #2] stated that Charles slapped her in the right side of the face, but I did not see any redness and went and got retrieved a handgun and pointed it at [VICTIM #2] and stated that he was going to kill her.I spoke with [VICTIM #1] who stated that she did not know what the argument was about but saw her dad Charles point a handgun at her mother [VICTIM #2] and heard Charles say he was going to kill [VICTIM #2]. [VICTIM #1] stated that when she went to intervene and calm down Charles that Charles screamed at her to leave and pointed the weapon at her. [VICTIM #1] and [VICTIM #2] left the room and waited for the Police to arrive.I placed Charles under arrest for two counts of Aggravated Assault and one count of Terroristic Threats and Act felony Family Violence Act. Charles was handcuffed in the back and the handcuffs were checked for proper fit and double locked. As Cpl. Swafford escorted Charles out of the house Charles stated “what till I get out” Deputy Sullivan transported Charles to the Carroll County Detention Facility without incident.The firearm was a Silver Taurus International .38 caliber revolver with a black rubber grip. I conducted a GCIC check of the firearm and it returned with no stolen record. The firearm and six rounds of ammunition were placed into locker #3 for evidence. [VICTIM #2] completed a statement form, but [VICTIM #1] refused.[End of Narrative].
