On 09/07/24 at approximately 2012 hours I responded to the area of Ga. 520 in front of the airport in reference to a vehicle sitting in ditch close to the fence of the airport property. Upon my arrival I saw a Toyota truck parked in the ditch and there was a w/m standing outside the vehicle on the passenger side. When the male later identified as being Leon Blount saw me pull up and stop he began waving his arms at me as if he thought I was about to drive away. The first thing Mr Blount said to me when I got out of my vehicle was “please don’t leave me here, I am fu*ked up”. I could see he was telling the truth by how unsteady he was on his feet and how his voice was extremely slurred.
Seeing he was not trying to drive any further and was asking for help, I was going to attempt to help Mr Blount. I spoke to his wife on his phone and she was going to come pick him up.
While waiting on Mr Blount’t wife he became very belligerent, he was cussing me and his wife and was attempting to walk out into the busy highway. I asked him to calm down and when he was not listening to me I request he sit in the rear seat of my patrol vehicle until his wife arrived. After only maybe a minute in the back seat he requested I put him in hand cuffs. As he made this request he began trying to kick out the door glass on my patrol vehicle and was spitting all over the divider glass and ceiling of the back seat.
When I open the door to secure Mr Blount he being so drunk on what he advised me was moonshine, he attempted to push past me. I then secured him in hand cuffs and put him back in the back seat. While being in the back seat handcuffed he continued spitting on the back seat ceiling and divider. As he leaned over to start kicking the glass of the rear seat door he got stuck between the seat and the divider.
It was at this time I let him know he is going to be charged with a disorderly conduct. I got him lifted up back into the seat, I secured him in the seat beat to prevent him from leaning over and getting stuck again. To prevent him from kicking out the door window I secured his legs in leg shackles with a rope attached that hung out of the door with the door closed that stopped him from being able to lift his feet.
Mr Blount was transported to the jail and after he sobered up enough the jail staff could deal with him was booked on a disorderly conduct charge to be held until 0600 hours the following morning. The vehicle he was with, I assumed he was driving was turned over to the registered owner which was Mr Blount’s father.
