On the stated date and time I was dispatched to the residence of [100 BLOCK] Pinebark Rd, Hortense, Brantley County Georgia in reference to filing a report on a white van hitting a mailbox. On my way to the residence dispatch informed me that the driver of the vehicle had left the scene where the vehicle had hit the mailbox and was walking down the road. Dispatched informed me that the subject was wearing a black shirt and red/white/blue shorts. As I was driving past Sweet gum road on the way to Pinebark I noticed a white male matching the description dispatch gave me walking down the Warners Landing Road.
Deputy Dasher and myself then got out with the subject (Kevin Mobley) and asked him what happened with the white van and the mailbox. Kevin then began trying to explain what happened with the mailbox. It was at this time that I noticed Kevins slurred speech and that he was staggering while walking in circles trying to explain what happened. Kevin agreed to take an alcholsenser test, which came back negative to alcohol. I informed him that he was going to be detained for leaving the scene of an accident. Kevin then sat in my patrol vehicle and I drove to the resident where the accident occurred.
When we arrived to the residence of [100 BLOCK] Pinebark Road, Hortense, Brantley County Georgia I spoke with the complainant ([VICTIM ]) who stated that she heard when the van hit the mailbox and went outside to see what happened. It was at this time that she noticed his slurred speech and him staggering out around the vehicle. She also then stated that there was approximately $100 worth of damage done to the mailbox.
I then went to my patrol vehicle to speak with Kevin again. It was at this time that I read implied consent to Kevin. I asked Kevin if he had taken anything before he had started driving this morning. Kevin stated that he had taken four klonopin and that three days prior he had done meth and fentanyl. It was at this time that I informed him that he was going to be charged with DUI-Drugs, Leaving the scene of an accident, Criminal Damage to Property, and Driving while license suspended. Deputy Dasher then stated that he would sit with the vehicle while waiting for the tow truck to arrive to remove it from the roadside.
On the way to the Brantley County Jail I informed dispatch to get EMS to meet me at the Sheriffs office so they could check on Kevin. Kevin began to show signs of being highly intoxicated. More so than when I had originally spoken with him. Whenever EMS arrived I informed them of what he had admitted to taking. While EMS was taking Kevins vitals from him Kevin admitted to taking drugs whenever he saw Deputy Dasher and myself arrive on scene to speak with him. Given the state of Kevins health and not knowing everything that he had taken, Kevin was taken to the emergency room to be charged at a later date. Warrants will be taken out through the Magistrate Court.
