Discretion is advised.]On 2/23/25, at 1605 Hrs, I responded to [100 BLOCK] Douglas Ln. Waycross, Ga. 31503 in reference to a male subject spraying his neighbor with pepper spray. Due to being familiar with the neighborhood, I was aware of the neighbors at this location having ongoing issues with a neighbor, Jason Barker, that resided at [100 BLOCK] Douglas Ln. As I traveled down Douglas Ln, I observed Mr. Barker in his front yard, vomiting and covered in pepper spray. I stopped at Mr. Barker’s residence and asked if he needed EMS. Mr. Barker stated that he was fine, but he felt like his chest was burning. I advised Mr. Barker that I was calling EMS for him.As I was speaking with Mr. Barker, Mr. VICTIM yelled from his porch that he wished to press charges. At that time, I asked Mr. Barker to step to my patrol vehicle. I advised Mr. Barker that he was being detained until I found out what had occurred. Mr. Barker began to get into my vehicle, but immediately got back out, stating that he was not getting into my vehicle. I advised Mr. Barker that he was being detained and placed handcuffs on him in front of his body and placed him back into my vehicle. I then drove next door to speak with Mr. [VICTIM ].When I arrived at Mr. [VICTIM ]’ residence, he stated that he had purchased a can of pepper spray due to all of the issues that they had been having with Mr. Barker and he did not want to end up shooting him. Mr. [VICTIM ] stated that he was outside his residence, grilling food, when Mr. Barker began walking towards him. Mr. Barker asked Mr. [VICTIM ] if he could borrow his truck. Mr. [VICTIM ] told me that he has never borrowed his truck before and he would not be borrowing it on this occasion either. Mr. [VICTIM ] told Mr. Barker no and told him to go back to his residence.At that time, Mr. Barker began to charge at Mr. [VICTIM ]. Mr. [VICTIM ] pulled the pepper spray from his pocket, pointed it at him, and told him that he better stop. Mr. Barker continued to charge Mr. [VICTIM ]. At that time, Mr. [VICTIM ] sprayed Mr. Barker all over the top of his torso and face, emptying the can that he had. When the can ran out, Mr. Barker continued to come towards Mr. [VICTIM ] and began chasing him around the yard. Mr. [VICTIM ] ran up onto his porch, into his , and closed the door. Mr. Barker ran after him, and kicked the storm door and tried to open it. After a few minutes, Mr. Barker returned to his yard.EMS arrived on scene and offered treatment to Mr. Barker, but he refused.A footprint was visible where Mr. Barker kicked the storm door. Mr. Barker was placed under arrest and transported to the Brantley County Jail. I will be securing warrants on Mr. Barker for Disorderly Conduct and Criminal Trespass.[End of Narrative].
