Discretion is advised.]On January 8, 2026, at approximately 1745 hrs., I responded to [50 BLOCK] Beaver Dr., in reference to a male subject refusing to let the caller inside the residence. This is not the first call at this residence today. I responded to this residence earlier this date, and the caller Carol Loftis removed her belongings from the residence waiting on a ride.When I arrived at the residence I spoke with Carol. Carol stated that [WITNESS #1] has refused her entry back inside the residence, and that she has been outside all day since removing her belongings from inside the residence. I asked Carol what happened to her ride, and she stated that she had decided to stay. I then went to speak to [WITNESS #1] (her boyfriend) concerning the incident.Speaking with [WITNESS #1] he stated that he had not refused entry into the residence to her and that she had been coming in and out all day. He stated that she has come inside to eat and use the bathroom when she needed to. He stated that he had locked himself inside his bedroom to avoid conflict with her. He stated that he had asked her not to talk to him, and to leave him alone. He then stated that he is fine with her coming inside sleeping on the couch. I then went back to speak to Carol.I asked Carol if she had been coming inside today, and she stated no. I then asked again, and she stated that she had been. I then stated to her that [WITNESS #1] had not been refusing her entry into the residence, and that she could sleep on the couch. I also stated to her that he does not want to talk to her, and that he wants to be left alone. Carol then wanted to get loud and start arguing with [WITNESS #1]. At that time and taking into consideration the number of calls she had called in I decided to place Carol under arrest for disorderly conduct.I then went to grab Carol telling her she was under arrest, she turned away from me, telling me no. She then fell to the ground holding her arms close to her chest and brining her knees to her chest. I stated to her to place her hands behind her back, and she stated no again. She then started saying that she was allergic to handcuffs. As I was trying to maneuver Carol onto her stomach, she began kicking at me to get me off her.I then released Carol grabbing my taser to tase her since she was physically resisting. As I pulled my taser Carol stood up moving around a vehicle, and I deployed the taser twice. The first shot had negative contact, and one prong struck her in the back side of her left arm on the second shot as she was running away from me.Carol then went underneath a tarp that was over a chain link fence, and at that time I was able to pin her up against the fence. I then asked her boyfriend [WITNESS #1] to come over to where we were at to remove the tarp. [WITNESS #1] moved the tarp back, and after telling Carol to place her hands behind her back she stopped resisting. She was then placed in hand cuffs and escorted to the back seat of my patrol truck.I then advised dispatch that Carol was in custody, and to notate a taser deployment. I then read Carol her Miranda Rights asking if she wanted to speak to me, and she stated that she did. Upon trying to speak to Carol concerning the incident she just kept saying she did not want to go to jail. I then advised dispatch that I was on the way to the jail.While I was on the way to jail Carol started saying that her ribs hurt, and that she was having an asthma attack. I advised dispatch what she was saying and asked to have EMS meet me at the jail. I then rolled the two back windows down for Carol to give her some air.Arriving at the jail Carol was assessed by EMS and was cleared. I also removed the taser prong from her left arm. Carol was released to the on-duty jail staff receiving a citation for disorderly conduct, and obstructing/hindering law enforcement officer.[End of Narrative].
