The situation had been concluded with an arrest, however, one party on scene (Manual Reyes) was still upset and highly intoxicated.Just after officers left, Mr. Reyes was on the street and confronted his sister’s boyfriend (they all live in the same house). Officer Foster and I watched as Mr. Reyes was screaming and struck [VICTIM #1] twice in the face with a closed fist.[VICTIM #1] did not fight back and did not appear to be injured during the incident.Mr. Reyes was told he was under arrest by Officer Foster. Mr. Reyes pulled away from Officers Foster and was taken to the ground by Officer Foster as Mr. Reyes was walking away.Mr.. Reyes refused to cooperate with the handcuffing process. He was ordered multiple times to take his hand (left) out from under his body. Mr. Reyes refused and his arm had to be forcefully removed for handcuffing.The handcuffs were checked for fit, and double locked. Mr. Reyes was ed incident to arrest with no contraband found.Once Mr. Reyes was secured in my vehicle, it was discovered Mr. [VICTIM #1] had left the scene and could not be given any victim services information.Mr. Reyes was transported and released to Bartow County Jail and charged with Simple Battery, Public Drunk and two counts of obstruction.My patrol unit was checked at the start of shift, prior to and after each transport with no contraband found.[End of Narrative].
