On Saturday, August 17th, 2024
at approximately 1914 hours I was dispatched to 101 Market Place Blvd (Walmart), Cartersville, Georgia 30121 in reference to a male huffing keyboard cleaner in the online order pickup area located in the parking lot of the store.
Upon my arrival, I met with Bartow County Fire Rescue firefighters and a male I identified as Joseph Kociecki. I observed four bottles of keyboard cleaner sitting next to him. Bartow County Fire personnel advised me they had responded to another call involving Joseph earlier this date due to him huffing keyboard cleaner near the Hope Center across the street from the Walmart (Refer to Case 024-00023033). Bartow County Fire personnel advised me Joseph was taken to the hospital during that incident and must have just gotten out of the hospital. Upon picking up the four keyboard cleaning bottles, I observed all but one of the bottles to be full. One bottle felt a small amount lighter than the other bottles. The firefighters told me they observed Joseph actively huffing the bottle when they arrived on scene.
MetroAtlanta EMS arrived on scene and evaluated Joseph. MetroAtlanta EMS advised me Joseph’s vitals were good and he was medically cleared.
I advised Joseph he was being placed under arrest for Disorderly Conduct – County Ordinance. I placed Joseph into handcuffs and placed him into the back of my county issued marked patrol vehicle. I escorted him to the Bartow County Sheriff’s Office Detention Center where he was turned over to the jail staff without incident.
I took out a citation for Joseph through the Bartow County Magistrate Court for Disorderly Conduct -County Ordinance (50-76 (8)):
“A person commits the offense of disorderly conduct when such person commits any of the following: (8) Is in a public place under the influence of an intoxicating liquor or drug in such condition as to be unable to exercise care for his own safety or the safety of others.”
The four keyboard cleaning bottles were placed into evidence at the Bartow County Sheriff’s Office.
