On January 1, 2025
, I was dispatched to [300 BLOCK] Meadow Trace Lane in reference to a male walking around outside acting strange. A non-emergency response was used.
Upon arrival, there appeared to be no-one outside the residence. While walking up to the residence, the complainant (later identified as [WITNESS ]) mentioned that she called because her family was fighting. Later when asked about the fighting, [WITNESS ] would not give any further details. While speaking to the [WITNESS ], I heard the other officers on scene advise they had with the individual around the backside of the house.
When I went around the back of the residence, I observed the male appeared to be restrained/held back by a family member/friend. Other parties on scene advised that the male (who was later identified as Jose Flores-Perez) had been drinking heavily.Jose appeared to have red bloodshot eyes and was beginning to act violent. Jose would not listen to family members/friends telling him sit down or to lay down and not go outside. Shortly after, Jose began to push a dresser inside the room. When told to stop, Jose would pause, and then push the dresser again. When Jose pushed the dresser over, he was placed against the wall and put into handcuffs.
Jose was placed under arrest for disorderly conduct. Jose was arrested with department issued handcuffs. Handcuffs were double-locked and checked for proper fitting. When Jose was escorted to my patrol car, I began to him. However, Jose then began to knee/kick my patrol car. Jose was then taken to the ground to control him and calm him down. Once Jose calmed down, Jose was picked up and placed into the back seat of my patrol car for transportation to Barrow County Jail. Due to Jose’s resistance, Jose was unable to be buckled into the backseat of my patrol car.
Dispatch was notified of the arrest and transportation to Barrow County Jail. My starting and ending mileages were given. Jose arrived at the Barrow County Jail without further incident. However, when Jose was released into custody of the Barrow County Jail, he was refused by the nurse due to medical reasons (trembling and high blood pressure). The nurse filled out a document to give the hospital staff at the Barrow County Hospital.
Jose was transported to the Barrow County Hospital for further evaluation. Jose was eventually cleared by hospital staff and I was given documentation of Jose’s medical evaluation. Jose was taken back to the Barrow County Jail. Dispatch was notified of the transportation and my starting and ending mileages (to and from the Barrow County Hospital) were given.
Jose arrived at the Barrow County Jail without further incident. The nurse at the Barrow County Jail was given Jose’s medical evaluation/documentation. Jose was released to the Barrow County Jail without further incident. The Deputies (at the Barrow County Jail) were notified that Jose possibly had a warrant out of Barrow County for failure to appear (which was unrelated to the incident).
