Discretion is advised.]On Friday February 14, 2025at approximately 1106 hours Sergeant Hill and I, Officer Gibbs were dispatched to the an accident with injuries located at Hardee’s (113 N Broad St Winder, GA 30680). Sergeant Hill and I traveled CODE 1 in marked patrol vehicle 373 to the above location.Upon arrival the Winder Fire Department was treating one female, later identified as [VICTIM ], in a silver Honda Civic. I observed scratches on the driver side near the rear of the vehicle. Ms. [VICTIM ] explained that the car that had hit her was a blue Mercury. She advised that she was not able to read the whole tag number but she did remember seeing [REDACTED]. She stated that her cousin had witnessed the accident. She advised that she was having some back pain. I obtained insurance information from Ms. [VICTIM ] and then Barrow County Emergency Medical Services then arrived to continue treating her.I then went to speak with Ms. [VICTIM ]’s cousin [WITNESS ]. He explained that Ms. [VICTIM ] had dropped him off at Quality Foods. He stated that he had placed his groceries in the car. He then began walking to Family Dollar when Ms. [VICTIM ] drove through the parking lot towards Family Dollar. Ms. [VICTIM ] was traveling North through the parking lot and was struck by another car that was backing out of a parking spot. He described the vehicle as a blue car. He explained that the driver of the blue vehicle drove back into the parking spot and came out of the car. Mr. [WITNESS ] advised that he then went to the car to see if his cousin was okay. He advised that the driver of the blue vehicle walked up to Ms. [VICTIM ]’s car and rubbed his hands on the damages. Mr. [WITNESS ] explained that he could not remember what the driver had said to Ms. [VICTIM ]. Mr. [WITNESS ] advised that Ms. [VICTIM ] did tell the driver she was going to call the police. Mr. [WITNESS ] stated it was at this point that the driver had began walking to his car, got in and drove away.I then went to speak with Ms. [VICTIM ] and asked her to explain what had occurred. She advised that she was traveling north in the parking lot of Quality Foods. She stated that a blue Mercury began backing out of a parking spot and hit her car. She advised that the driver then drove back into the parking spot and came out to look at the damage to her car. She explained that she told the driver she would be calling the police. The driver then got back into his car and drove off. She described the driver as an older white male who wore a black jacket. She explained she was unable to give any further description of the driver. She advised that when the driver drove off she attempted to follow him. She stated that she saw the driver turn out the parking lot and went southbound on N Broad St. She advised that she pulled over into the parking lot of Hardee’s when she was on the phone with 911 operators. Ms. [VICTIM ] advised that she would drive herself to the hospital to receive further treatment.The only damages to Ms. [VICTIM ]’s car were the large scratches near the driver side rear. I provided Ms. [VICTIM ] with a case card with the case number and explained when the report would be ready. I asked Ms. [VICTIM ] if she was okay to drive and she advised that she was okay. Sergeant Hill advised Ms. [VICTIM ] that we would go to Quality Foods and see if we could see the accident through the camera footage. Sergeant Hill and I then went to Quality Foods to look at the camera footage.The manager at Quality Foods was able to show us the camera footage. The footage shows the accident which aligns with the story that Ms. [VICTIM ] and Mr. [WITNESS ] gave us. We were not able to read the tag of the vehicle. The footage shows that the accident occurred between 1103 hours and 1107 hours. The camera that the footage is on is IPC. An email was sent to the Evidence Technician for video retrieval.Sergeant Hill asked the Crime Analyst if she could locate the vehicle based on the description and partial tag number. The Crime Analyst was able to find a vehicle that matched the description of the vehicle and tag number seen on the footage from Quality Foods. The vehicle found by the crime analyst was a blue Buick Le Sabre bearing GA tag #[REDACTED].I ed the vehicle through GCIC/NCIC and found that the registered owner, Ms. [WITNESS ], resided at [100 BLOCK] Pine Rock Rd Winder, GA 30680. Sergeant Hill and went to the address to try and make with Ms. [WITNESS ]. We met with Ms. [WITNESS ] at the front door and explained to her that we were there because her vehicle had possibly been in an accident at Quality Foods. Ms. [WITNESS ] advised she did have a vehicle matching the description given. Ms. [WITNESS ] explained that she had not driven her car and was not in an accident. I then explained that the video footage showed a white male driving. At this time a white male, later identified as Edouard Cadol, had joined us by the front door. I asked him for his license and he advised that his license was suspended. I then asked him if he had gotten into an accident. He advised that he did get into an accident. He explained that he was backing up and backed into a car that was sitting behind him. He advised that he did not think the accident was a big deal.I then obtained the insurance information and took pictures of the vehicle. The vehicle had scratches on the rear bumper and paint chips to the rear bumper. Mr. Cadol did not report any injuries from the accident.I then placed Mr. Cadol under arrest for the hit and run. I told Mr. Cadol to place his hands behind his back and placed two sets of handcuffs on him due to his lack of shoulder mobility. I double locked the handcuffs and checked for proper fit. I then conducted a incident to arrest for weapons, contraband, and means of escape with negative results. I then walked Mr. Cadol to my marked patrol vehicle 373 and placed him in the backseat. I placed a seat belt over him for safety. I then transported Mr. Cadol to the Barrow County Detention Center.Upon arriving at BCDC I released Mr. Cadol into the custody of the intake deputies. I signed the necessary paperwork. I ed Mr. Cadol’s license number through GCIC and found that his license was suspended for DUI- 2nd offense since November 21, 2024. I issued Mr. Cadol two citations. I issued a citation for Driving on a suspended license #WC79510 and hit and run leaving the scene of an accident with damage #WC79509.I ed my back seat for contraband before and after transport of Mr. Cadol with negative results.
