On Tuesday, October 15, 2024, at approximately 0251 hours, I responded to the area of Shenandoah Blvd and Lower Fayetteville Road in reference to a suspicious person. The dispatcher told me that the complainant said a male was walking down the road and she almost struck him with her vehicle.
As I was driving South on Shenandoah Blvd, I noticed a male walking in the roadway, left of the fog line, not as far off the roadway as possible, North on Shenandoah Blvd near Georgian Oaks Ct. I turned around and got out with the male. I immediately identified him as Michael Casey Jones due to my previous encounters with him. Michael appeared confused, asking me several times who I was. I was in full uniform and in a marked patrol vehicle with blue lights flashing. I told Michael that it was the police. I could smell the strong odor of an alcoholic beverage coming from his breath. His eyes were watery and bloodshot. I asked Michael to present me with his ID card. He turned around and faced away from me, then suddenly turned back around and acted as if I startled him. He would also try to walk closer and closer to me.
After interacting with Michael for a short time, I told him he was under arrest and told him to turn around and place his hands behind his back. Michael refused to do so and began walking away. He picked up his backpack, which was running away, and I asked him what was in it. He told me it was a dog. I told Michael to place the backpack down and once again told him that he was under arrest. He responded “No I’m not.” I took my Taser out and pointed it at him. Michael walked back over to the grass shoulder. He grabbed his backpack which contained a small dog inside it and put it in front of him, attempting to shield himself form the Taser. He still refused to comply with orders to surrender and place his hands behind his back.
I kept telling Michael he was under arrest and he eventually responded with “Let’s go right now motherfuker. You think I’m bullsitting? You trying to take me to jail for nothing.” He was putting his backpack behind his back. Once he finished, I told him he was under arrest again. Michael replied “Fuk you.” He then raised his shirt, exposing his belly, pulled his pants up, and said “Let’s go. Right fuking now”, clearly wanting to physically fight.
I fired my Taser at Michael, aiming the top dart in his belly area and the bottom dart in his left thigh. The first shot was ineffective. I then aimed the second shot at his belly area and right thigh. This shot was effective and Michael fell to the ground, experience Neuro-Muscular Incapacitation. Sergeant Doss handcuffed Michael with his hands behind his back. Due to the circumstances, I cut Michael’s backpack off of his and took it off, still containing the dog.
Michael experienced a cut in his left hand from where the first top Taser dart struck him and bounced off his hand. Fire-Rescue responded to the scene and treated him on scene, bandaging the wound. Corporal Teare delivered the dog, still in the backpack, to Michael’s girlfriend at his address, located at [1900 BLOCK] Lower Fayetteville Road Trailer #[REDACTED]. Michael was transported and booked into the Coweta County Jail.
