[NARRATIVE #1 on September 30, 2024]
On 09/30/2024 at approximately 1440 hours, Deputy Langston responded to 30990 Highway 441 (Northeast Georgia Bank) in reference to Fraudulent Activity.
while responding to the scene, Dispatch advised a white male in a black Kia SUV was attempting to cash a Fraudulent Check. Chief Mcfaddin then arrived on scene. Chief Mcfaddin then announced over dispatch that “He just tried to hit me with his car” and that the vehicle was headed south on Highway 441.
Deputy Langston activated his emergency blue lights and siren. Chief Mcfaddin stated she was okay, Deputy Langston continued south on Highway 441 in an attempt to catch up to the vehicle along with other units. A BOLO (Be On the Lookout) was given to Jackson and Madison counties. After deputies checked the area for the vehicle with no contact, Deputy Langston relocated to Northeast Georgia Bank where Investigators Nichols, Bales and Way were on scene gathering video footage and information relating to the Identity Fraud.
Deputy Langston reviewed video footage showing Chief Mcfaddin approaching the vehicle. Chief Mcfadden stated she observed the offender (Christopher) put the vehicle in drive. Chief Mcfadden gave verbal commands for Christopher to stop in which he then drove toward Chief Mcfadden, driving onto the curb to the point Chief Mcfadden had to push against the vehicle to avoid getting struck. Investigators gathered this video footage.
Due to Christopher providing his Drivers license to the bank, Christopher was able to be identified in which the video footage proved that Christopher was in the driver seat of a black Kia SUV bearing Georgia tag
Warrant for Aggravated Assault on a Law Enforcement Officer to be obtained.
Identity Theft was turned over to Investigator Nichols.

[NARRATIVE #2 on September 30, 2024]
On September 30th, 2024, at approximately 1448 hours, I, Chief Deputy Carissa McFaddin, arrived at Northeast Georgia Bank in reference to a subject attempting to cash a fraudulent check. I was advised by E911 that the complainant reported a white male was currently on scene occupying a black Kia Soul passenger car, parked in the second teller lane.
Upon arrival, I observed the described vehicle in the second teller lane. I parked my assigned vehicle within a parking space directly at the front door. I was immediately met by a white male who identified himself as a bank employee. He advised the staff had the fraudulent check and the suspect’s driver’s license within the building. He confirmed the vehicle and subject I observed in the second teller lane was the suspect.
After meeting with the employee outside, I walked slowly toward the suspect’s vehicle. I observed a white male wearing a dark-colored tank top, a dark hat, long hair, thick facial hair, and multiple dark tattoos on his body. When I made eye contact with the suspect, it appeared he began to shake his head in a recognized form of “no”. With my hands raised and yelling directing the suspect to stop his movement, I heard the revving of his engine, his window rolling up, and what appeared to be the action of buckling his seatbelt.
I continued to slowly approach the suspect’s vehicle with my hands in the air and yelling for him to stop and step out of the vehicle. As I continued toward the vehicle, I realized that the driver was driving his vehicle towards me and as I feared he would strike me, I began walking to the right of the vehicle to try and avoid contact. Unfortunately, I was met by part of the concrete curb and had to utilize the vehicle with my hands and push off the vehicle. I continued yelling for the suspect to stop and slapped my hands on the hood and windshield, to which he continued driving and struck a curb. I could not move because the vehicle blocked me into the parallel concrete curb. All I could hear was the revving of the engine and screeching of the vehicle’s tires, while still yelling for him to stop. The suspect continued to aggressively operate his vehicle past me while my hands were on his hood, barely missing my legs and feet.
As the suspect fled recklessly and aggressively away in the vehicle, I observed multiple roadway workers working in the driveway of the business. The suspect turned right onto Highway 441/ GA-15 and began to travel south. Traffic on Highway 441/GA-15 was heavy, to the point it did slow down the suspect, but he conducted multiple traffic infractions while fleeing which endangered multiple motorists on the roadway.
I was able to confirm his identification by his driver’s license that he left on scene. Investigators (C. Way, J. Nichols and K. Bales) arrived on scene to retrieve video, the fraudulent check and his driver’s license. I advised Deputy Langston of the incident that occurred with the suspect, to which he advised he would seek a warrant on my behalf.

[NARRATIVE #3 on September 30, 2024]
On September 30th, 2024 Inv Nichols and Inv Way went to 30990 Hwy 441 (Northeast Georgia Bank) in reference to a fraudulent check call.
Once on scene, contact was made with [REDACTED BY AGENCY] (Branch Manager) and he was on the phone with IT to obtain video footage. [REDACTED BY AGENCY] then went and handed Inv Nichols the check as well as Christopher David Seagraves Jr. drivers license [REDACTED BY AGENCY]. [REDACTED BY AGENCY] stated that Christopher had said that he needed to cash a check for the work he did for [REDACTED BY AGENCY] Once the check was inside, it was discovered that the check was fraudulent and the account in question was closed in August of 2024 due to [REDACTED BY AGENCY] passing away. After discovering this, the bank then called 911.
Inv Nichols then took the check and drivers license into evidence and gave [REDACTED BY AGENCY] a property receipt (property receipt #: [REDACTED BY AGENCY]. Inv Bales then got with employees and had the video of the incident attached in case file. Inv Way took pictures of Christopher while he was inside the vehicle from the camera footage (attached to report).
On October 1st, 2024 Inv Nichols then went typed a warrant for Identity Fraud for Christopher. The warrant was then taken to Magistrate Judge Ivan Mote and signed (CR-24-0945). The warrant was then taken to central at the Banks County Jail and signed as served because Christopher was already incarcerated. Inv Nichols then went and turned the check and drivers license into evidence locker #7.

[NARRATIVE #4 on October 01, 2024]
On October 1, 2024 at approximately 03;07 hours, deputy Franks was advised that Athens Clark County Police Department had made contact with Christopher Seagraves and he was in custody. Deputy Franks met with Athens Clark County Police Department for prisoner exchange at 30839 US- 441 (Quick-trip). Seagraves was placed in Deputy Franks’ handcuffs, checked for proper fit and double locked. Seagraves was searched, incident to arrest and placed in the rear passenger seat of his patrol vehicle. Seagraves was transported to Banks County Dentition Center without incident and turned over to jail staff.
During the transport to the jail, Seagraves gave a spontaneous utterance, stating he freaked out and drove off while another Deputy was out with him at the bank.
