On the day of October 9, 2024 at approximately 1517 hours I, DS C Wilson, was dispatched to [10 BLOCK] Sargent Tigner ST in reference to an active domestic incident involving Cedric Blandburg and his girlfriend [REDACTED BY AGENCY] parents, [WITNESS #1] and [WITNESS #2].
While in route I knew from a previous arrest of Blandburg for criminal trespass FVA on September 22, 2024, that he had just had bond conditions set that state he is to have “no contact whether directly or indirectly with [REDACTED BY AGENCY], and no contact with the residence of [10 BLOCK] Sargent Tigner Street”.
I called Coweta County Booking and they sent me a copy if the bond paperwork that was signed by Judge Wyant confirming the conditions, as well as showed the bond amount of $1150, and showed that a preliminary hearing is set for October 11, 2024 at 0900 hours.
I arrived on scene, observed Cedric standing in the front yard, and various other unknown parties standing in the front yard as well. An active verbal argument was taking place between multiple parties to include [REDACTED BY AGENCY], [WITNESS #1], [WITNESS #2], and 2 unknown individuals. I immediately detained Blandburg based off of the information I had at the time of arrival, being that he was in violation of his bond conditions. Once having detained him he continued to act disorderly, scream and yell in the front yard, and would not listen to me. I secured him in the back seat of my patrol vehicle where he continued to scream, yell profanities with several children sitting on the front porch approximately 50 feet away, and attempt to kicked out my patrol vehicles windows.
I then spoke with [WITNESS #1] and [WITNESS #2]. [WITNESS #2] informed me that the argument had originated because Cedric had begun a conversation with him in regards to [REDACTED BY AGENCY] sleeping with other men while he was in jail for his last family violence arrest, as well as Blandburg telling [WITNESS #2] that his wife [WITNESS #1] was also sleeping with other men. Eventually it escalated to Cedric telling [WITNESS #1] and [WITNESS #2] that they needed to find somewhere else to live and a significant verbal argument erupted which resulted in Blandburg himself calling the police. I asked [WITNESS #2] if he would describe Cedric’s conversations with him about [REDACTED BY AGENCY] and her other relationships with men during his leave absence due to being arrest for FVA as harassing, he said yes.
I spoke with [WITNESS #1] who informed me that ever since Cedric got out of jail him and [REDACTED BY AGENCY]’s relationship had once again become toxic. [WITNESS #1] stated that Cedric had spoken with [WITNESS #2] in regards to [REDACTED BY AGENCY] and and [WITNESS #1] sleeping with other men and also stated that it eventually got to the topic of [WITNESS #1] and [WITNESS #2] needing to find somewhere else to live and the argument significantly escalated and that is when Law Enforcement was called.
I attempted to speak with [REDACTED BY AGENCY] but she refused to give any testimony.
I read Blandburg his Miranda Rights and insured he understood them. After doing so I asked him what had happened and he went on to tell me that he had spoken with [REDACTED BY AGENCY] and convinced her to talk to her parents [WITNESS #1] and [WITNESS #2] to tell them that they needed to find somewhere else to live. After getting to that point in his testimony he quit speaking to me and just began yelling at the top of his lungs and refused to listen to anything I was asking or saying to him.
Based off of the totality of the circumstances I determined that there was probable cause to arrest Cedric for violation of Bond conditions due to his harassing communications towards [REDACTED BY AGENCY] indirectly, his presence at the address which violated his bond conditions, and the fact that he had any contact whatsoever with [REDACTED BY AGENCY] due to the bond conditions.
Blandburg was transported to the Coweta County Jail where he was booked.
