Discretion is advised.]On 4/7/2025 at 0144 hours I was dispatched to 1561 US Hwy 19 S (Jolly Rogers Pub) in reference to a domestic incident that occurred.Upon my arrival I made with WITNESS #1 who stated the following;He was on the telephone with a friend when he heard a scream from a woman towards the north side of Jolly Rogers. [WITNESS #1] stated that he ran over to see what the commotion was and when he did he observed VICTIM #1 laying on the ground with a vehicle on top of her foot.[WITNESS #1] stated that the driver of the vehicle who was identified as Orin Perry (Predominant aggressor/offender/arrested) was taunting [VICTIM #1] and cussing at her. [WITNESS #1] stated that he yelled at Orin and asked him what he was doing. [WITNESS #1] stated that he called for his friend, [WITNESS #2] to come assist him. [WITNESS #1] stated that he and [WITNESS #2] helped move [VICTIM #1] from underneath Orin’s 2013 Honda Pilot (VIN: [REDACTED]). [WITNESS #1] stated that Orin then tried to leave from Jolly Rogers and he removed the keys from Orin’s car. [WITNESS #1] admitted that he had been drinking alcohol therefore a witness statement could not be obtained from [WITNESS #1].was then made with [WITNESS #2] who stated the following;He stated that he did not see the vehicle on [VICTIM #1]’s foot but he did help get her away from Orin. [WITNESS #2] stated that he saw [WITNESS #1] using the telephone and then head to the north end of Jolly Rogers before hearing [WITNESS #1] tell him to call 911. [WITNESS #2] did call 911 and stood by with [VICTIM #1] until EMS and Law Enforcement arrived on scene. [WITNESS #2] admitted that he had been drinking alcohol therefore a witness statement could not be obtained from [WITNESS #2].I then made with VICTIM #1 and she stated the following;Orin Perry took her keys from her hand while they were inside of Jolly Rogers. She stated that Orin intended on stranding her at Jolly Rogers. [VICTIM #1] stated that a verbal altercation did happen prior to Orin taking [VICTIM #1]’s keys from her, which involved Orin cussing at her and telling her she was going to need to get a ride . [VICTIM #1] stated that when Orin walked to his vehicle, she followed him in an effort to get her keys back. [VICTIM #1] stated that she stood in the driver side door of Orin’s vehicle and continued to argue with him to try and get her keys back. [VICTIM #1] stated at this point, Orin shoved her away from him, causing her to fall to the ground. She stated that Orin then put his vehicle in reverse and ran over her right foot/ankle causing it to swell and bruise. It should also be noted that I did observe what appeared to be tire smut on [VICTIM #1]’s right pants leg. [VICTIM #1] also had bruising under her chin which she stated was from Orin pushing her by the face prior to falling to the ground. [VICTIM #1] stated that she was yelling that Orin had run her foot over but he would not move the vehicle off of her foot. [VICTIM #1] stated that while Orin was on her foot, he was cussing at her and continued to yell at her. [VICTIM #1] was checked out by EMS Med Unit 2 and refused treatment and transport. [VICTIM #1] was under the influence of alcohol at the time of this incident and could not write a voluntary witness statement. Photos were taken of [VICTIM #1]’s injuries and they have been uploaded to the RMS system.I then made with Orin Perry. Orin was read his Miranda warning and he stated that he would speak to me without an attorney present. He stated the following;Orin stated that he and his live in girlfriend, [VICTIM #1] got into a verbal altercation inside of Jolly Rogers due to him seeing her do something with another man (Orin refused to elaborate further.). Orin stated that he broke up with [VICTIM #1] as a result of this. Orin stated that he then took [VICTIM #1]’s keys from her in an effort to try to get her to ride back with him. Orin stated that this argument spilled over into the north side of Jolly Rogers parking lot and [VICTIM #1] was standing in the driver side door of Orin’s vehicle. Orin stated that at this time, he pushed [VICTIM #1] away from his vehicle and it caused her to fall down. Orin stated that he then put his vehicle in reverse and did not realize that he ran over [VICTIM #1] but he did realize he ran her over after Law Enforcement arrived. Orin stated he did not feel that he ran over [VICTIM #1].When deputies arrived on scene, Orin was detained. Upon frisking Orin for weapons, a Ruger EC9 9mm Pistol was located on his person. (Serial #461-86907) The firearm was taken and placed into evidence drop box A. (Property receipt # 22041).I then made with Jolly Roger’s manager, [WITNESS #3], who stated the following;She stated that she did not witness Orin’s vehicle run over [VICTIM #1]. She stated that she did hear a commotion from Orin and [VICTIM #1] and then observed [VICTIM #1] on the ground near Orin’s vehicle. [WITNESS #3] stated she was unsure what happened, and that both parties were acting normal a few moments ago.Orin’s vehicle was towed from the scene by Miles Towing (TOW # 5141) Photos were taken of Orin’s vehicle and have been uploaded to the RMS system.Orin has been charged with O.C.G.A 16-5-21 Aggravated assault family violence, O.C.G.A. 16-5-23 Simple Battery – Family Violence and O.C.G.A. 16-11-106 Possession of a firearm during the commission of a felony. Orin has been charged with O.C.G.A 16-5-21 Aggravated assault family violence, O.C.G.A. 16-5-23 Simple Battery – Family Violence and O.C.G.A. 16-11-106 Possession of a firearm during the commission of a felony. Warrants have been applied for at this time.
A victim notification form was turned in to Sgt. Mincey with the Lee County Jail.
