Discretion is advised.]On the above date and time, I, Officer Acevedo, responded to [1400 BLOCK] H Street in reference to a traffic offense.While en route, dispatch advised us that the caller said that a black sedan was going in circles and that the black sedan had hit a tree and was running in circles on the sidewalk. The caller also stated that the car was driving in the opposite lane. The caller also advised that the black sedan had jumped the curb and hit a telephone pole.Pfc. Sasser asked dispatch if they could ask the caller to meet with us at the intersection of L Street and Albany Street because we were out with a black sedan with the Georgia tag of [REDACTED]. The caller advised dispatch that the vehicle was parked in front of the caller’s house at [1400 BLOCK] H Street.When I arrived, I saw a blue sedan parked across the residence of [1400 BLOCK] H Street. The vehicle had the left front tire off the rim. Both headlights in the vehicle were broken. The vehicle also had the front bumper on the right side falling off. There was no driver in the vehicle when I arrived.While on Scene, the driver of the vehicle, Lawrence Earl Singleton, walked back to the Scene where the vehicle was located. The vehicle’s owner, [WITNESS #1], also walked to the Scene with Lawrence.I talked with Lawrence. I asked him if he had been driving, to which he stated, “Yeah, the tire blew out.” I asked Lawrence what had happened. He was driving southbound on Martian Luther King Jr Blvd (MLK) when he attempted to press the brakes of a 2012 Hyundai Sonata with a Georgia tag of [REDACTED]. He said that the vehicle was not stopping. When he finally stopped past MLK and H Street, he backed the car and parked it in front of [1400 BLOCK] H Street. He then discovered that the vehicle’s left front tire had blown off its rim.Officers on Scene were able to locate damage to a Utility pole, a bush, and a one-way street sign. Grass marks showed that a vehicle had been in the grass median.Pfc. Jenkins then started to talk to Lawrence. He asked him why he did not call 911 when the incident occurred. Lawrence said that because it was [WITNESS #1]’s car, he was scared that he had to go to a friend to tell his friend about his vehicle. At the same time, Lawrence was talking to Pfc. Jenkins, I could hear Lawrence slurring his words. Lawrence would also interrupt Pfc. Jenkins, while talking to him. Lawrence then turned around and put his hands behind his back while Pfc. Jenkins spoke to him. Lawrence stated again that he was driving and did not call 911 because he wanted to go to his friend about the vehicle first, as I observed Lawrence talking to Pfc. Jenkins, I noticed that Lawrence had trouble keeping their balance when he walked backward. Lawrence kept interrupting Pfc. Jenkins while he attempted to explain to Lawrence what the incident looked like to him.Cpl. Wilson then started to speak with Lawrence. Cpl. Wilson asked Lawrence if he had anything to drink tonight; he said he had a couple but then said he had no license. Cpl. Wilson then asked him again if he had anything to drink, to which he turned around back, facing Cpl. Wilson placed his hands behind his back.Lawrence was placed into handcuffs, checked for fit, and double-locked. He was then taken to my patrol vehicle, where he was ed incident to arrest. I read Lawrence Georgia Implied Consent Notice (DDS-354(05/2019). In use, date is 10/06/2024. I read Implied Consent for suspects age 21 and over for blood. Lawrence refused Implied Consent.Lawrence was taken to the emergency room for a jail clearance. I filled out the Hospital Treatment Liability Form, which Lawrence refused to sign. I then transported Lawrence to the Glynn County Detention Center, where an arrest and booking form was completed. Lawrence was then transferred over to jail staff for further booking.Lawrence was charged with Dui Less safe, leaving the Scene of an accident, driving on a suspended license, and reckless driving.Dui Less Safe: Lawrence admitted to driving the vehicle. Another officer advised me that [WITNESS #1] advised them that he lent his vehicle to Lawrence. Lawrence stated that he had a “Couple to drink.” Lawrence also had slurred speech and had trouble keeping balance. Lawrence also interrupted Pfc. Jenkins many times while he attempted to speak with Lawrence.Leaving the Scene of an Accident: Lawrence damaged the 2012 Hyundai Sonata, hitting a telephone pole, a bush, and a one-way Street sign and failing to notify 911 about the incident. Lawrence admitted walking to his friend’s house to tell him about the incident.Driving on a suspended license: Lawrence admitted to driving the vehicle. The owner of the vehicle stated that he lent the vehicle to Lawrence. A GCIC/NCIC inquiry showed that Lawrence had eight active suspensions, the newest One is on 04/30/2023 for child support obligations.Reckless Driving: Lawrence drove the 2012 Hyuandi Sonata, where he damaged the vehicle when hitting a Georgia Power Utility pole, a City of Brunswick one-way street sign, and a bush.An accident report was made due to the damaged utility pole and the City of Brunswick one-way sign being damaged.
