On 07/06/2024
at 0333 hours, while in uniform driving a marked patrol vehicle, I assisted Ofc McConnaughey with a SUBJECT STOP; the individual was subsequently arrested.
Initial & Public Drunkenness
While heading east on Bay St. behind Ofc McConnaughey, I observed Ms. REBECCA S. AREK run into the middle of the street and continue running for several blocks. We stopped her by the Brice Hotel (601 E. Bay St.) and told her that she needed to stop running into the street. She was visibly intoxicated, and she had previously been stopped by Sgt Blauth for similar conduct.
Disorderly Conduct & Obstruction
As she walked away, Ms. AREK began yelling outside of the hotel and then started hitting a window at the hotel with her purse. When we tried to get her attention, she immediately began to sprint east toward E. Broad St. I followed her on foot and continued ordering her to stop; Ofc McConnaughey and Cpl Clever were able to catch up with her in their vehicles. When they exited and attempted to detain her, Ms. AREK attempted to run away from them, but she was unsuccessful. Once detained, she fell to the ground and hit her head. We removed her from the roadway and immediately called for Chatham EMS to respond to the scene.
Probable Cause for Arrest
The following facts and circumstances led me to reasonably believe Ms. AREK committed the following offenses:
Disorderly Conduct { 16-11-39 }
She acted in violent/tumultuous manner by banging her purse against a glass window belonging to a hotel.
Public Drunkenness { 16-11-41 }
She was visibly intoxicated on a public street/roadway,
She manifested boisterousness by continually yelling during early morning hours.
Obstruction { 16-10-24 }
She knowingly and willfully hindered law enforcement officers by taking flight on foot after being lawfully ordered to stop.
Conclusion
After EMS finished their evaluation, I informed Ms. AREK that she was being arrested then placed her in handcuffs. Ofc Scott responded to the scene to conduct a Incident to Arrest; Cpl Clever ed her purse. Ms. AREK was placed in my vehicle, and I transported her to the Chatham County Detention Center where she was booked. Cpl Clever logged her purse into the Savannah Police Property Room. Ms. AREK said that she had two cell phones; however, we only located one during the arrest and . I called Cpl Clever to confirm there was not a second phone in the purse (NOTE: Ms. AREK was also missing her shoes at the time of arrest).
This currently concludes my involvement in this incident.
