At the above date, time, and location (within the jurisdictional limits of the City of Kingsland, GA 31548), a call was placed to Camden County E911 by a Mr. Craig Meggs located at [300 BLOCK] Mission Forest Trail. This call was placed because Mr. Meggs was wanting to remove his daughter from a residence down the street because he felt she was around illegal activity. Ofc. Pride had spoken to Mr. Meggs and established that his daughter was under the custody of the mother, who had allowed his daughter to spend the night at that residence. Ofc. Pride advised the subject to comply with his court ordered custody arrangement for his child in relation to the child staying with her mother. Mr. Meggs made numerous calls to Camden County E911. Dispatch advised officers that Mr. Meggs sounded intoxicated over the phone and was being difficult on the phone.
At Approximately 21:18Hrs, Mr. Meggs called into dispatch again requesting a supervisor to respond and speak with him.(2024
-00042986) I, SGT Gonzalez, being familiar with his recent calls, decided to respond to his residence at [300 BLOCK] Mission Forest trail. Upon arrival, Dispatch advised that he was refusing to hang up the phone, and wanted to keep the dispatcher on the phone. As I made with Mr. Meggs, I observed him to have his cell phone in his hand with the phone on speaker, and it was clear over the phone that it was dispatch on the line. I asked him, “why are you keeping dispatch on the phone when you have me here?”. Mr. Meggs stated “she needs to hear this”. I communicated to dispatch over the radio and stated to hang up the phone.
I explained to Mr. Meggs that he is not in the position to tell dispatch or police what to do. As I was speaking with Mr. Meggs, I did observe Mr. Meggs to be intoxicated, slurring his speech along with a strong odor of alcohol coming from his person from about 6 feet away. Mr. Meggs explained that his daughter was at a residence down the street ([300 BLOCK] Mission Forest trl), and that he was concerned for her safety because he knows that there is drug activity coming from that residence. I asked him, how does he know, and he could not prove anything. It was also established that his daughter was at the moment under the custody and responsibility of her mother. I, along with previous officers had explained to him that the mother was allowed to place his daughter wherever she feels appropriate under her own care. Mr. Meggs was not accepting with the explanation. I offered him that I can conduct a welfare check on his daughter to ease his concern. He accepted.
I then relocated to [300 BLOCK] Mission Forest trl, and made with the owner ([WITNESS ]) who explained that Mr. Meggs had previously banged on her door, and had asked for his daughter in an angered state. I did observe his daughter while at the residence, and suspected no concern for her safety. [WITNESS ] requested that Mr. Meggs would be Criminally trespassed warned from her property because of his previous behavior. I then went back to Mr. Meggs, and explained to him that his daughter was fine, and that the owner had criminally trespassed warned him from the property. I explained to him that if he was caught on the property, that we would arrest him and take him to jail for trespassing. Mr. Meggs was still not satisfied with officers and the inactions taken. I advised him that he did not need to police any longer for this matter. After being advised of his criminal trespass warning from [300 BLOCK] Mission forest trl, Mr. Meggs proceeded to call Camden County E911 at 21:49 hours on 10/09/2024
. During this call with dispatch, Mr. Meggs threatened the officers who responded to his stating “if they were in the street, I would beat the sh*t out of them” amongst other things. The recording was also recorded on my body worn camera. It is to be noted, that Mr. Meggs had called dispatch a total of 6 times.

at approximately 12:30AM, Craig Meggs calls in a 7th time to the Camden County dispatch, and stay on the line with the dispatcher over the same incident for ten minutes. Meggs stated that he demanded an apology to how he was treated by myself and Ofc. Ober. Camden dispatch advised me of the phone call again, and I decided that there was enough probable cause to make an arrest on Meggs based on the fact that Meggs has purposefully disrupting emergency services. Ofc. Ober and I made with Meggs again at his residence, and I asked him if he had ed us again, to which he replied “no”. We then placed him under arrest, handcuffed to the rear, double locked and checked for fit. Meggs was placed in the back seat of Ofc. Ober’s clearly marked patrol unit that has been ed for contraband before and after every transport he has conducted. Meggs was then transported to the Camden county jail where he was processed and books.
I am currently seeking a warrant against Craig Meggs for unlawful conduct during 911 call.
