At 12321hrs on 17SEP2024
, I was dispatched to Forsyth Park in reference to an altercation in progress.
I initially made with Ms. Carol Miller. Ms. Miller informed me she has been taking care of a stray dog and came to Forsyth park today in an attempt to find someone to adopt him. Ms. Miller said she planned on leaving him tied to a post while she went to the bathroom, and was then confronted by Ms. [VICTIM ], who believed Ms. Miller was abandoning the dog. Ms. Miller said she and Ms. [VICTIM ] then had a verbal altercation, which lead to her walking over to Ms. [VICTIM ]’s display of flowers on the sidewalk and kicking it. Ms. Miller denied any physical altercation occurring between them.
I then made with Ms. [VICTIM ]. Ms. [VICTIM ] told me she confronted Ms. Miller about abandoning the dog and that Ms. Miller then approached her flower display and kicked it. Ms. [VICTIM ] added that the floral display was being supported by a wood stick, which struck her in the leg after Ms. Miller kicked it, causing a small bruise. Ms. [VICTIM ] pointed at a small purple mark on the front of her right lower leg.
I then spoke with Ms. [WITNESS ], a female subject who was identified as a witness to the altercation. Ms. [WITNESS ] largely corroborated Ms. [VICTIM ]’s story and said she witnessed Ms. Miller kick Ms. [VICTIM ]’s floral display, causing the wood stick used to support it to hit Ms. [VICTIM ] in the lower leg. Ms. [WITNESS ] reported the stick struck Ms. [VICTIM ] in approximately the same location I observed the purple mark to Ms. [VICTIM ]’s leg.
With this information, I placed Ms. Miller under arrest for disorderly conduct and secured her in handcuffs. I placed Ms. Miller in the rear of my patrol unit and transported her to the Chatham County Detention Center. After transferring custody of her to the Chatham County Sheriff’s Office, I transported her belongings to the Savannah Police Department property room for safekeeping.
