On September 30th, 2024
, at approximately 8:13 p.m. Ofc. Dredreeion Mayweather and I were dispatched to [REDACTED BY AGENCY] Hallway Drive in reference to a subject who was mentally unstable and had become violent. Upon our arrival, I observed Ofc. Robert Wickstrom on scene speaking with the caller who was identified as [REDACTED BY AGENCY] [WITNESS ]. [WITNESS ] advised he went to the residence to check on his step-sister [REDACTED BY AGENCY] [VICTIM ] and other family member Pamela Maddox. [WITNESS ] advised that a generator was installed for the residence.
[WITNESS ] advised he noticed that the generator was missing so he went to speak with [VICTIM ]. [WITNESS ] advised he was greeted by Maddox who stated that she knew nothing of a generator. [WITNESS ] then requested to speak with [VICTIM ] and Maddox advised that he could not because she spoke Chinese which she did not. [WITNESS ] advised he spoke with Maddox on the back porch and eventually was able to speak with [VICTIM ]. [VICTIM ] advised that she was not sure where the generator had gone. At this time, [WITNESS ] advised he told Maddox that he would be calling the police and proceeded to walk to the front yard as to separate himself from her.
We then knocked on all doors and windows while introducing ourselves as to get someone to answer the door, but it was unsuccessful. [WITNESS ] then advised that [VICTIM ] had been diagnosed with early onset dementia and that they were now worried about her wellbeing. [WITNESS ] advised that Maddox suffered from mental illness which I was later advised that she suffered from drug induced psychosis. [WITNESS ] ed a family member who advised us to break the door. The family member was identified as [REDACTED BY AGENCY] [WITNESS ]. I then ed Lt. Shannon Martin, being that she was the watch commander for the shift.
Lt. Martin arrived a short time later and attempted to get someone to answer the door to which she was unsuccessful. We then spoke with [REDACTED BY AGENCY] [WITNESS ] via telephone who advised she had power of attorney over [VICTIM ]. [WITNESS ] then gave us verbal consent to make entry. [WITNESS ] arrived on scene, and he attempted to get someone to answer the door to which he was also unsuccessful. [WITNESS ] advised there was no extra key and so Lt. Martin kicked the door to gain entry. [WITNESS ] then advised us to break the door window to gain entry. I then used a window break tool, to break a windowpane to the door and unlocked the door from the inside.
We then gained entry and proceeded inside. I verbally announced myself with my department issued service weapon in hand. I heard no verbal response and proceeded inside to find [VICTIM ]. While doing so, I observed Maddox lying on the ground on her right side as if she was asleep near the front door. I roused Maddox and she advised that she was asleep and did not hear us. I advised Maddox that it was impossible due to her lying directly next to the front door and window that we had knocked on. We then found [VICTIM ] in her bedroom unhurt. [VICTIM ] was escorted outside to family members. Lt. Martin and I spoke with Maddox. Maddox advised she did not know what happened and then advised that she was legally deaf even though she was able to hear us speak with her at a normal tone of voice. Lt. Martin then detained Maddox by placing her in handcuffs to the rear and double locked them.
I was then advised by family members that [VICTIM ] had advised them that Maddox was holding her against her will and stopped her from answering the door. I advised Lt. Martin of this, and we then advised Maddox that shew as under arrest for false imprisonment and exploitation of ta elderly person over the age of 65. I then ed Maddox incident to arrest to which no contraband was found. Ofc. Mayweather and I escorted Maddox to the rear seat of patrol unit. Lt. Martin stood by with Maddox while we spoke with [VICTIM ]. [VICTIM ] advised that she attempted to answer the door, however Maddox stopped her from doing it by grabbing her in the back causing pain. I then asked if she needed medical attention to which she advised she did. I then requested Toombs-Montgomery to be enroute to my location for her pain.
Lt. Martin then stayed on scene, and we secured Maddox. Maddox was not seat belted in due to her size. We then escorted her to the Toombs County Detention Center where she was turned over to on-duty jail staff without further incident. The rear seat of my patrol unit was ed before and after transport yielding no contraband. Lt. Martin later advised me that a neighbor had secured the generator due to Maddox putting it in the roadway. My body worn camera was not active to low battery status however Ofc. Mayweathers was active. Pictures of the damaged door and windowpane were taken with his body worn camera and attached via case number. All footage was uploaded to Polaris via case number. Warrants for false imprisonment and exploitation of an elderly person shall be sought after.
