On September 5, 2024, at approximately 5:42pm, I responded to 2014 Eagle Dr (Aldis), in reference to a hit and run that occurred on Eagle Dr / Bells Ferry Rd. I arrived on scene, and met with the driver of a black Audi A3 (ga/ [REDACTED]), [VICTIM #1]. He told me the following: He was waiting to turn left onto Bells Ferry Rd from Eagle Dr when a blue Toyota Scion rear ended him. He thought the vehicle was going to stop, but it did not. He followed the vehicle to the Aldis’ parking lot, but the vehicle left and went to West Putnam Ford Rd. He was unsure of if the vehicle was still on that road. [VICTIM #1] was able to get a picture of the license plate, and said he could he heavy damage to the front bumper of the vehicle. He described the driver as an older female wearing pink scrubs.
I completed my investigation with [VICTIM #1], and gave him a case card for the incident. I went to West Putnam Ford Rd in an attempt to locate the vehicle, and I saw a blue Toyota Scion (ga/ [REDACTED]) stopped at a stop sign. I activated my emergency lights, and attempted to make contact with the driver. The vehicle then pulled out and started driving west on Eagle Dr. I followed the vehicle with my emergency lights and sirens activated, but the vehicle failed to stop. I eventually used the PA in my patrol car, and told the driver to pull over. The vehicle stopped on Jasmine Ct near Fernbank Dr.
I spoke with the driver, Emelie Lecroy, and she admitted to “tapping” the back of the other vehicle. She seemed to have trouble explaining what happened, and when I asked why she did not stop when I was behind her, she told me she did not know she needed too. I noticed Emelie’s vehicle to have damage to the front bumper.
While speaking with Emelie, I noticed she had slurred speech and a severe thought to speech disconnect. She originally told me she had been awake for 36 hours, and then said she had only been awake since 4:30am. When I asked her about this inconsistency, she seemed to avoid the question. I also noticed Emelie to have the odor of an alcoholic beverage coming from her breath. She denied consuming alcohol, and did not consent to Field Sobriety Evaluations. I asked Emelie if I could look at her eyes, and she agreed. I medically cleared her and explained the HGN evaluation to her. I observed the following clues:
Lack of smooth pursuit (both eyes)
Distinct and sustained nystagmus (both eyes)
Onset of nystagmus prior to 45 degrees (both eyes)
During the evaluation, I had to remind Emelie multiple times to keep her head still. She continued to say the reason she did not stop was because she was tired and needed to pick her son up. Due to Emelie’s less safe driving, the physical manifestations of impairment, and the clues observed during HGN, I informed Emelie she was under arrest for DUI and Hit and Run. I placed her in handcuffs, checking for proper fit and double locked them. I searched Emelie incident to arrest, and finding no contraband, I secured her in the back of my patrol car. I read Emelie the GA Implied Consent Notice, and she consented to a blood draw.
I transported Emelie to the ADC, and Deputy Seibel remained on scene to conduct the impound of the vehicle, which was towed by Ace Wrecker. Once at the ADC, Sergeant Campbell conducted the blood draw, and sealed the tubes in a GBI blood kit. During the blood draw, Emelie randomly stated, “I lied to you. I did have two glasses of wine after work.”
The nurse at the ADC medically refused Emelie due to [REDACTED BY AGENCY], so I transported her to [REDACTED BY AGENCY] to be evaluated. Emelie said multiple times while at the hospital that she knew she made a mistake, and hit the car because she was distracted by a phone call. She also mentioned she knew she was going to be found guilt because she admitted to hitting the car and consuming alcohol. Emelie was medically cleared by hospital staff, and transported back to the ADC. I completed the necessary booking paperwork, to include the following citations:

DUI (S-022282)
Deputies at the ADC took custody of Emelie. The GBI blood kit has been entered into evidence, and photos of Emelie’s car have been uploaded to the case folder. A Gears accident report has also been completed.
