Discretion is advised.]On the above date, I responded to a problem person at 5296 New Jesup Hwy, [1800] Mexican Restaurant. Upon my arrival, I spoke with the manager [WITNESS #1] and he stated that one of the patrons refused to pay for his food and drink. [WITNESS #1] stated when he brought him the bill for his food, he began to yell and scream profanities and stated they could just take his plasma for payment. [WITNESS #1] provided a video of the patron and I identified him as Mike Dinsbeer.I recognized Mike due to the fact that I responded to a similar call at Parkers, located at Crispen Blvd and New Jesup Hwy. Mike was rummaging through the trashcans and yelling profanities at the customers getting gas. I had to issue a criminal trespass warning to him at Parkers and Mike stated that he wouldn’t return.[WITNESS #1] stated that Mike ran away when he noticed he was on the phone with the police and stated he ran towards Royal Inn area. I began to patrol the area around Royal Inn and located him at Mr. Petes gas station. I got out with Mike and asked him what was going on. Mike stated nothing man. I asked Mike if he was 1800 Mexican Restaurant and he stated he was, grabbing some food and something to drink. I asked Mike if he paid for the food and he stated the people inside there paid for his meal. I asked Mike to describe these people and he stated that the employees said it was okay and that they would pay for it. I then instructed Mike to drop the cigarette and place his hands behind his back.I handcuffed Mike and informed him that he was under arrest for Disorderly Conduct. I informed Mike that 1800 Mexican Restaurant doesn’t want him back on their property and that they are not pursuing charges for the food. I informed Mike that due to us getting continuing calls about his behavior in the public, that he was creating disturbances by being disorderly.After handcuffing Mike, I checked for tightness before double locking them. Before ing Mike, I asked if he had anything that was going to poke, stab, stick me and he said no. Mike was ed prior to placing him the rear of my patrol vehicle. The rear of my patrol vehicle was ed prior to placing him in there and there was no contraband inside. Mike was then transported to CDC.After getting to CDC, Mike continued with his disruptive behavior yelling and screaming at not only me but the jail staff as well. Mike saw a GSP trooper inside the booking room and started to yell profanities towards him as well. Mike continued to show disruptive behavior and would not stop.
