I, Ofc. A. Kinner [65583] was working off-duty at Club 51 Degrees at 121 W. Congress St. with Ofc. B. Wilber [65491].
SIMPLE ASSAULT + DISORDERLY CONDUCT + TERRORISTIC THREATS
I witnessed as a white male, later identified as Trey Richards, was removed from Barrelhouse South by bar security. A white female was beside Mr. Richards attempting to get him to peacefully leave, as he was arguing with security and attempting to fight “[REDACTED],” the front-door man. As the woman placed her hand on his side to pull him away, Mr. Richards raised his arm and struck the woman’s wrist, causing her to step back and pull her arm to her chest.
A bystander witnessed this and immediately confronted Mr. Richards, yelling “you don’t hit a woman!” Mr. Richards began yelling threats at this bystander, one of the threats that I heard was “I’ll put a bullet in everyone here!” There have been multiple recent shootings in the downtown Savannah area.
I approached Mr. Richards, who was standing near Sorry Charlie’s Oyster Bar at this time, and still arguing with the bystander who had confronted him. Multiple other people were standing between the two men attempting to de-escalate the argument. Mr. Richards continued to incite the bystander to fight him and calling him derogatory names.
As I made with Mr. Richards, the group of people attempting to de-escalate warned Mr. Richards that police were approaching. He said “fuk the police, I’ll shoot them too!” I told Mr. Richards that he needs to leave and that it is time to go . Mr. Richards began arguing with me. I gave him numerous commands to leave the area and go , as he was intoxicated and acting in a disorderly manner. Mr. Richards said “arrest me then.” He was again told to “just go .” Mr. Richards put his hands behind his back and said “arrest me.”. While in close proximity to him, I could detect a strong odor of an alcoholic beverage emanating from Mr. Richards’s person. His brother was on-scene during this incident and urged officers to let him go, stating “he’s just intoxicated.” ARREST Due to Mr. Richards being non-compliant, disturbing the peace, attempting to fight multiple persons in a short period of time, and being heavily intoxicated, I placed him under arrest and in handcuffs. After being ed incident to arrest, Mr. Richards was placed into the back of my vehicle. As I was filing arrest paperwork, Mr. Richards threatened to sue me because he didn’t do anything wrong. He told me multiple times that he wants me to come into the back seat and beat him up. I assured Mr. Richards that I would not do such a thing nor do I have any desire to hurt him. Mr. Richards began calling me a “pusy” and saying “I bet you won’t take these handcuffs off.” After a short while, Mr. Richards told me that he was going to vomit. I walked to the back door and opened it so that Mr. Richards could vomit onto the ground and not inside of the vehicle.
ESCAPE
As I opened the back door, Mr. Richards jumped out of the back seat and began running North through Ellis Square. I attempted to grab him by the clothing but was unable to secure an adequate grip in time. He ran approximately 1/2 of a block before losing his footing and falling into a bush inside of the square.
Sgt. Lockett, who was on-scene during this incident, offered to transport Mr. Richards to CCDC. He was seated into the back-seat of Sgt. Lockett’s vehicle. While seated inside, he began vomitting out of the door and onto the ground while officers ensured he did not attempt to flee.
DISPOSITION
I was informed by Sgt. Lockett that Mr. Richards was transported to Memorial Hospital and then booked into CCDC.
