FULTON COUNTY, Ga. – Former Hapeville Police Officer Charged with Excessive Force After Tasing Handcuffed Inmate Multiple Times
Shevoy Brown, a former officer with the Hapeville Police Department, has been formally arraigned on federal charges for allegedly using excessive force by tasering a handcuffed detainee at least six times without justification. The man had been arrested for trespassing and was secured to a bench inside a holding cell at the department’s headquarters when the incident occurred on June 3, 2024.
According to court records and prosecutors, the detainee posed no threat at the time of the alleged assaults, yet Brown repeatedly deployed his Taser, resulting in injuries that required medical attention. Prosecutors also claim Brown attempted to cover up the incident by submitting a false use-of-force report, leading to an additional charge of obstruction of justice.
“This indictment alleges conduct that stands in direct opposition to the values of professionalism and public service that define the work of law enforcement officers in our community,” said Acting U.S. Attorney Richard S. Moultrie, Jr.
FBI Atlanta Special Agent in Charge Paul Brown added, “Individuals in custody have the right to be treated humanely. The FBI remains committed to protecting civil rights and holding those who abuse their authority accountable.”
Brown, a resident of Hampton, Georgia, was indicted by a federal grand jury on February 12, 2025, and arraigned before Chief U.S. Magistrate Judge Russell G. Vineyard.
The investigation is being led by the FBI with support from the Georgia Bureau of Investigation. Assistant U.S. Attorneys Brent Alan Gray and Bret R. Hobson are prosecuting the case.
As with any indictment, the charges are allegations, and Brown is presumed innocent unless proven guilty in court.
