Officer’s Narrative:

On 30 August 2024
, at 0942 hours, I, Officer Miller, was dispatched to [11900 BLOCK] White Bluff Road (Turtle Creek Apartments) in reference to a domestic disturbance. Officer Homan, Officer Goldstein, Officer Brenner, and Officer Hernandez responded to this incident as my assisting officers during this incident.
When I arrived on scene, I made with the reporting party, [REDACTED], who was standing next to another individual, later identified as [VICTIM ]. [REDACTED] advised that he was at the mailbox checking his mail when he was approached and ed by [VICTIM ]. [REDACTED] stated that [VICTIM ] had asked him to the police in reference to a physical altercation that he had been involved in with his step-father, later identified as Travis-Leonard McCombs. [REDACTED] stated that he did not ask many further questions but followed through on [VICTIM ]’s request to the police. [REDACTED] stated that he observed minor scratches on [VICTIM ]’s person. [REDACTED] provided me with his information and left the scene.
I then made with [VICTIM ] and he was explaining the incident in further detail to Officer Homan stating that McCombs had been pushing him and grabbing him which resulted in several scratches on [VICTIM ]’s arms. [VICTIM ] stated that he came to the mailbox and asked [REDACTED] to 911 because he had gotten in trouble and lost his phone privileges from his parents. During this time, I observed [VICTIM ] for injuries among his body and observed several markings throughout his body. I observed minor scratches on [VICTIM ]’s left arm that appeared to be consistent with scratch marks mentioned by [VICTIM ] earlier. I also observed a minor cut on [VICTIM ]’s right thumb and then minor, but visible marks on the right side of [VICTIM ]’s neck, which appeared to be consistent with scratch marks. On the back of [VICTIM ]’s neck, I observed a minor cut and then a small red mark on [VICTIM ]’s back that appeared to resemble minor swelling in that area of his back.
[VICTIM ] stated that the argument occurred due to his parent’s getting onto him about his grades and about his future choices. [VICTIM ] stated that McCombs got mad at him and was telling him, “you aint finna tell me what to do inside my house”. [VICTIM ] said that McCombs kept coming up to him and started antagonizing him and then the incident turned physical. [VICTIM ] did not mention many details of the physical incident, but stated that his step-father had a gun and machete in the house and [VICTIM ] feared that the incident could escalate further so he left the house and reached out to [REDACTED] at the mailbox to the police.
Officer Brenner started to speak with [VICTIM ] to review the physical altercation incidents that occurred with McCombs. [VICTIM ] advised that McCombs was demanding things out of him and McCombs started pushing him. [VICTIM ] stated that McCombs stated, “I don’t care if I go to jail” as the incident was ongoing. Officer Brenner continued to ask [VICTIM ] about the marks around his neck and how he sustained the injuries. [VICTIM ] then advised that during the altercation McCombs was trying to throw/push him into his desk and during those actions, [VICTIM ] said McCombs started strangling him, using just one of his hands. [VICTIM ] stated that the strangulation action occurred a total of two times and during one of those strangulation acts, he was unable to breathe,
Once this information was collected from [VICTIM ], I notified my supervisor of the incident and the Family Violence Unit was notified (Detective Aiken).
With the information collected, Officer Goldstein, Officer Homan, and myself went to the residence and made with the suspect, McCombs. McCombs came outside of the house and explained his side of the story. McCombs stated that [VICTIM ] was being disrespectful and not doing what he was supposed to do. McCombs said that [VICTIM ] was having a discussion with his mother about failing his classes in school and during this talk [VICTIM ] started to be disrespectful towards his mother and him. McCombs stated that [VICTIM ] then put his hand up to his face and continued the disrespect towards him by saying that the house was his and things in the house belonged to him.
McCombs further explained that during the incident McCombs stated that he “moved him out of the way a couple of times”, but downplayed the physical altercation that occurred between himself and [VICTIM ]. McCombs stated that, “moving him out of the way” was him pushing [VICTIM ] out of the way. Officer Goldstein and I confronted McCombs about the numerous injuries observed on [VICTIM ]’s person and McCombs stated that the scratches on his arms came from him pushing him away and his nails potentially scratching [VICTIM ], but denied any knowledge/involvement in any of the other injuries on [VICTIM ]’s person.
At this point, Officer Goldstein and Officer Homan stayed outside with McCombs and I went outside back to my patrol car to speak with my supervisor about the incident. As I was waiting for Detective Aiken, several members of McCombs family arrived on scene and were asking about the incident. I spoke with both of McCombs parents and his mother, [REDACTED], who stated that she was on the phone with her son during the incident. [REDACTED] stated that she heard her son arguing with [VICTIM ] about him being disrespectful and needing to get an Identification Card (ID), but did not hear any physical altercation take place. [REDACTED] stated that McCombs asked her to come over to take care of the children in the and she hung up and came over to the residence.
Detective Aiken (Family Violence Unit) arrived on scene and assumed control of the scene. After investigating the incident further, Detective Aiken instructed myself and other officers to detain McCombs due to his involvement and statements about the incident. McCombs was detained with fit-tested, double-locked, handcuffs secured behind the back. McCombs was ed and placed in the back of my marked patrol vehicle.
McCombs was transported to the Chatham County Detention Center (CCDC) without further incident. McCombs was booked into CCDC on the following charges:
-OCGA 16-5-21 (Aggravated Assault DVA)(Felony)
-OCGA 16-5-23.1 (Battery DVA)(Misdemeanor)
