On October 14, 2024, while watching traffic on Stacy Sr & Grade Dr, I observed a vehicle, a silver 2016 Toyota Tacoma (ga tag [REDACTED]), traveling south on Grade Dr. The vehicle reached the intersection of Stacy Dr and turned west without stopping at the stop sign. I immediately activated my blue lights and conducted a traffic stop. The vehicle came to a stop just east of the intersection of Stacy Dr & Emma St.
I approached on the driver side and made contact with the driver, identified as Juan Dejesus Ramirez. As I attempted to explain the reason for the stop, he immediately became hostile and told me he was just trying to get home and that I was, “busting his balls.” I told Juan he still needed to stop at stop signs and asked for his license. Juan advised he did not have his license and gave me his name and date of birth. I asked Juan to step out of the vehicle and wait by the bed of his truck while I ran his information. As he stepped out of the vehicle and walked to the rear, he continued his aggressive behavior telling me I was doing too much.
I began running Juan’s information and while doing so, Juan yelled, “hurry that sht up, I’m trying to go home.” At this time, I called for another unit as Juan yelled quite loud. A few moments later, a vehicle began traveling east on Stacy towards us. I noticed that Juan looked at the vehicle and motioned for it to pass. As the vehicle passed, Juan began yelling once again and making hand motions. The vehicle stopped for a second and I could hear Juan yelling once again, although I could not make out what he was saying. I stepped out of my patrol vehicle and told Juan that if he kept yelling, I would take him to jail to which he yelled, “fuk you, take me to jail for what, bich?” I told Juan it would be for disorderly as he was continuing to act tumultuous, using obscene and abusive language that was now causing a scene and breaching peace. Juan then yelled even louder, “I’m going to fuken kill myself, shoot me bro!” while making hand gestures.
At this point, I told Juan to put his hands behind his back as I began trying to control his hands. Juan turned his back to me and reached both arms over the tailgate of the vehicle instead of placing his hands behind his back. I was unsure if Juan was reaching for anything in the bed of the vehicle, so I wrapped my right arm around his neck area and pulled him backward towards me. Juan fell backwards and onto the concrete. Initially, Juan was on his back, but eventually, I was able to get on top of him, turn him onto his stomach, and place him in handcuffs after a brief scuffle.
Eventually, Officer Castillo arrived and helped stand Juan up. I searched him incident to arrest in front of my patrol car and Juan began crying. Juan was placed in the back seat of my patrol car and seat belted in after it was searched. Officer Castillo asked Juan if he was a U.S. citizen to which he confirmed he was. After this, Juan continued crying and became apologetic, telling me he has issues with depression.
Sgt. Bowen arrived shortly after and spoke with Juan while myself and Officer Castillo began an inventory of the vehicle before it was it going to be towed. The tow truck arrived and began working on the vehicle, however, Juan’s mother, [REDACTED], arrived on scene running. She was very frantic and advised she wanted to speak with her son. I allowed her to speak with him through the window. Shortly after, [REDACTED] advised she wanted to take the vehicle. She spoke with the wrecker driver and he was able to release the vehicle to her.
Juan was transported to the WCSO jail. Upon arriving, I secured my firearm in the lock box before transferring custody of Juan and his belongings to the booking staff. I made the staff aware of his suicidal tendencies and depression issues. I then searched the back seat of my patrol car again and nothing was found.
Juan was charged with the following on warrantless arrest # 69561:
16-11-39 disorderly conduct
16-10-24 obstruction
40-6-72b failure to stop at stop sign (citation # 645258)
40-5-29 license not on person (citation # 645259)
