On 08/27/24 while on uniformed patrol at approximately 16:53 I, Officer J. Rodriguez, was dispatched to [60 BLOCK] Saussy Rd. Unit [REDACTED] Port Wentworth, GA 31407 (Allier Apartments) in reference to a possible post domestic with the suspect still on scene.
Once on scene Sgt. Green approached the door and knocked with no answer, he then tried the door which was found unlocked. He and I unholstered our department issued weapons at this time held at the low ready position. He announced Port Wentworth Police department, a female came down the stairs, later found to be the victim, [VICTIM ], the male later came down after her. We holstered our weapons and Sgt. Green asked the male to step out and speak with me he was identified as Cesar Proano, due to a language barrier between Sgt. Green and the female, I began to speak with Ms. [VICTIM ].
As I began to speak with her, I noticed what seemed to be a busted lower lip. She stated they had begun to argue at approximately 10:00 that morning. She stated Mr. Proano began to tell her she didn’t do anything in or around the house. They began to argue to which she told him to leave, he then began to ask for the keys back for his white Dodge Durango, but she would not give them back. This is when she states it became physical, he began to choke her, pushing her against the wall as he did, she yelled and asked him to stop. He then began to pull her by the hair down the stairs towards the door. She was then pushed into the door causing the front door window binds to break. She was able to leave the house telling him to leave the house as she did.
She went to church at approximately 12:00 and stayed there until it was time for her to pick her kids up. When she and the kids arrived , she found him lying in bed with his stuff not packed. She then went downstairs and called PD.
While on scene Ms. [VICTIM ]’s injuries were photographed with my body worn camera. The injuries photographed are as follows; red marks on the left and right side of her neck, Busted/swollen bottom lip, and swelling to the left side of her face above her eye. While speaking to her she complained of back pain due to her being pushed against the wall while wearing her bag. I asked about the bag, and she was able to demonstrate how she was pushed against the wall and where on the wall. There were obvious scratch marks on the wall that seemed to match the height of the zippers on the bag. The scratch marks were photographed with my body worn camera, the blinds on the front door that were damaged were photographed as well.
Port Wentworth fire arrived on scene and evaluated her injuries. Port Wentworth fire stated the injuries that were found were as follows, redness and small scratches on her back, busted lip, redness on her neck, swelling near her left eye and redness on her scalp from her hair being pulled. She denied being transported to the hospital.
Due to the totality of the circumstances Mr. Proano was placed under arrest for battery DV and Aggravated assault strangulation. He was handcuffed with his hand behind his back and double locked. He was then ed and placed into the back of my patrol car. Mr. Proano was transported to CCDC (Chatham County Detention Center) without incident and transferred custody. Ms. [VICTIM ] was given a domestic violence pamphlet and instructed on how to obtain a copy of the report.
