Discretion is advised.]On February 14, 2025I responded to [100 BLOCK] G W Carver Dr. in reference to an anonymous complainant advising a male subject was passed out behind one of the apartments. I arrived on scene and located a black male subject, identified as Milton Jeff, laying on the ground near two beer cans. I approached Mr. Jeff and assured that he was still breathing and radioed to dispatch that Mr. Jeff was still conscious and alert. Mr. Jeff had a slurred speech and I could hardly make sense of his name he was providing. I recalled Mr. Jeff due to prior occurrences with him in the past with the same call history.EMS arrived shortly after and I explained what was transpiring. Due to the recent history with Mr. Jeff I asked him if he wanted to go to the Hospital to seek treatment by medical staff which at first he refused. Due Mr. Jeff’s level of intoxication, I did not feel it would be best to send him on his way due to him being publicly intoxicated and already had caused a disturbance. Mr. Jeff finally agreed to go to the Hospital to seek treatment. I escorted EMS to Piedmont Walton due to Mr. Jeff already becoming belligerent and passively cooperating with EMS. Once we arrived at Piedmont Walton I turned the scene over to them and returned back into service.Shortly after, I received an emergency call from dispatch advising Units to return to Piedmont Walton quickly. I arrived back at Piedmont Walton where ER staff advised that Mr. Jeff had become belligerent and making threats towards staff members and other patients. Cpl. Robertson approached Mr. Jeff and advised Cpl. Robertson that he would “fuk him up”. I assisted Mr. Jeff to his feet and advised him to place his hands behind his back where he was handcuffed, checked for fit and double locked. Mr. Jeff became passive resistant in walking to my patrol unit. Mr. Jeff was patted down for weapons and means for escape which yielded negative results. Officer Couch and Officer Ashmore placed Mr. Jeff in the rear seat of my patrol vehicle where I spoke with Security inquiring what happened. I spoke with one of the Security Guards, [WITNESS ], who advised that shortly after my departure Mr. Jeff became belligerent and threatening staff members and patients. The Hospital then wanted Mr. Jeff removed from the Hospital due to his outbursts and making other patients feel uneasy. I then transported Mr. Jeff to the Walton County Jail where he was turned over to Deputies without incident. Mr. Jeff continued to make threats towards Deputies advising he would kill them and “Fuk them up”. I returned back into service without incident. Mr. Jeff was charged and cited for Disorderly Conduct City Ordinance.[End of Narrative].
