Discretion is advised.]On 2/11/2025at 6:21pm, I, Officer Ashmore was dispatched to the Chevron gas station located at 1120 East Church street in reference to a follow up to a burglary that occurred the previous night. See case number (25M003046). Before my arrival dispatch informed me that the complainant believed that the person who committed the burglary was inside of the store due to the fact that he allegedly posted pictures of the stolen items to his social media accounts on this date. The complainant was not on location. While in route dispatch advised me that the suspect was wearing a cream colored track suit and was with a white female.Once I arrived at the gas station I walked inside and made with the individual in the cream colored track suit and his girlfriend. The individual was Mr. [VICTIM ]. His girlfriend was Ms. [WITNESS ]. I asked [VICTIM ] what was going on, [VICTIM ] informed me that he walked into the store over half an hour ago when all of the sudden an older African American female wearing a pink hoodie, walked into the store, grabbed him by the arm, pointed a pistol described as “purplish and grayish” in color and walked him outside in front of the store. Once he was outside he stated that the female and her daughter began yelling at him about a burglary that occurred at the daughter’s residence the previous night. I asked [VICTIM ] if he knew anything about the burglary to which he said that he did not. While speaking with [VICTIM ], I noticed he was wearing multiple diamond chains. None of the chains he was wearing matched the ones stolen the previous night however.I asked him if he knew who the two females were to which he stated that he did know who the female was who pointed the gun at him from a few years ago however he had never met her daughter before. While speaking to him I also spoke with [WITNESS ] who informed me that she witnessed these events occur. I asked [VICTIM ] where he was the previous night to which he stated that he was with [WITNESS ] all night last night on Pine Park and Davis Street. I asked [VICTIM ] what vehicle the two females arrived at the gas station in to which he said it was a “white Dodge SW”. This is the same vehicle registered to Ms. Shanquita Hatton.After speaking with [VICTIM ] and [WITNESS ] I then spoke with the store manager about reviewing their camera footage. The store manager already knew exactly what I was talking about and he pulled the footage of the incident up on his computer and his phone. The incident began at 5:48pm. After looking at the surveillance footage I could clearly see Shanquita Hatton and her mother, Ms. Michelle Givan arriving at the gas station. For context, Shanquita was the victim of the burglary at her residence the previous night, her mother Michelle was also on scene last night once officers arrived.Once the two of ladies arrived at the gas station, Michelle walks into the store, grabs [VICTIM ] by his arm right arm, while she keeps her other arm in her front hoodie pocket. Once she takes [VICTIM ] out to the parking lot she has a handgun in her other hand, pointed at the ground. I then witnessed [VICTIM ] pulling away from Michelle’s grip to which she then walks towards him again with the handgun pointed down. Michelle and Shanquita then proceed to argue with [VICTIM ] and Michelle later walks to the back right door of the vehicle and puts the handgun in the vehicle. They all then continue to argue and eventually Michelle, Shanquita and [VICTIM ] get in the vehicle and drive towards Baron Drive. [VICTIM ] later advised that he voluntarily got in the vehicle with them in an attempt to take them to his residence on Baron Drive and prove to them that he did not have the stolen items. Once he got out of the vehicle however the ladies drove off. All surveillance footage was captured by my city issued body worn camera and was also recorded with my city issued cell phone.After I left the gas station I applied for warrants on Michelle Givan for Aggravated Assault (OCGA 16-5-21) and Kidnapping (OCGA 16-5-40). I also applied for a warrant on Shanquita Hatton for Kidnapping (OCGA 16-5-40) (Party to a Crime). After the warrants were signed, I, along with Officer Couch 69 and Officer Arriaza 65 went to [500 BLOCK] Roosevelt Street in order to take Michelle into custody. Simultaneously Corporal Robertson 58 and Officer Priest 49 went to [100 BLOCK] Nowell Street, Apt [REDACTED] in order to take Shanquita into custody.Once I arrived at Michelle’s residence I knocked on the door. Michelle came to the door and opened it. I told Michelle to step outside to which she did. I then placed her in handcuffs behind her back. The cuffs were checked for fit and double locked. Michelle then asked for a pair of shoes and a sweater. I then informed her of her charges. Once Michelle began to protest I read her Miranda. Michelle waived her rights and agreed to speak with me.Michelle stated that her actions at the gas station were due to the fact that she believed that [VICTIM ] had the stolen merchandise in his possession. She told me that she had gotten a couple of phone calls from people stating that [VICTIM ] was in the area selling marijuana and that he had some of the stolen items in his possession. She messaged him asking to buy some marijuana and they then met up at the gas station.It was also at this time that I asked Michelle for the handgun that she used. She then told one of her family members to retrieve the handgun from her purse. It was also at this time that a sweater and shoes were brought to her by a family member. As they were being brought I noticed that the sweater was the same pink sweater from the camera footage earlier. As she was being handed the pink sweater a loaded pistol magazine fell out the hoodie pocket. I then retrieved the magazine. By this point I was still waiting on the pistol, Michelle’s family member could not find it in her purse. Michelle then said that the pistol might be in her vehicle. Her vehicle was a maroon Chevrolet Traverse. I asked her for permission to the vehicle for the gun to which she allowed. I then placed Michelle in the back seat of my vehicle. I then located one 9mm bullet sitting on the drivers seat of her car.Shortly after this one of her family members brought me the handgun from Michelle’s room. I took the gun, walked to my car, showed it to Michelle and asked her if this was the same gun she had at the Chevron to which she said that it was. The handgun was a Taurus G30 9mm SN: ABN370946. In total, one handgun, one magazine and 12 rounds of 9mm were recovered. I then transported Michelle to the PD for fingerprinting. While all of this was occurring I was informed over the radio that Cpl Robertson and Officer Priest had made with Shanquita at her residence and had taken her into custody. She was also being transported to the PD.Once I arrived at the PD I ran a criminal history on Michelle for any felony convictions through dispatch which came back negative. I also handed the handgun over to Officer Couch who ran it through dispatch. Dispatch came back and confirmed that the handgun was stolen. See case number 24M019262 for further information on the stolen handgun. A theft by receiving charge (OCGA 16-8-7) (Felony) was added to Michelle’s charges. It was also at this time that Shanquita wished to speak to me. I then walked inside of the booking room where she was sitting. Shanquita did not understand why she was being arrested after she was the one who initially called about [VICTIM ] being at the store, I explained to her that she was being arrested for assisting her mother (party to a crime) in committing the kidnapping (which occurred when her mother pulled the victim by the arm out of the store) I did not ask her any questions. I then had her put in the back of my vehicle while Michelle was being fingerprinted.The handgun was then stored into evidence accordingly. I asked Michelle where she bought the gun from to which she said that she bought it from “Tony’s Store” here in Monroe, last year. After Michelle was fingerprinted I put her in the back of my vehicle and transported both Michelle and Shanquita to the WCSO. Once I arrived at the jail I handed both of them over to the jail staff without incident. Victim notification forms were completed. Before I left the jail I checked my backseat for any loose items or contraband, none of which was found.
