On 10/17/2024
at approximately 1701 hours, I (Ofc. Kennedy) was dispatched to 780 Bankhead Highway in reference to a suspicious male attempting to enter residence rooms and vehicles on the property. Dispatch added the male was possibly in an intoxicated state.
Upon arrival, I located a male on the side of the complex. The male, later identified as Ted Mcpherson, was wearing pajama pants and a grey shirt. I parked my patrol vehicle and exited to make with this male. Ted appeared to be stumbling and unable to balance, with low-hanging eyelids and slurred speech. Myself and Ofc. Rosen began speaking with Ted regarding the incident. I asked Ted and his stepson ([WITNESS ]) what occurred before my arrival. Both Ted and [WITNESS ] stated that nothing had happened and were walking to the office. I asked Ted and [WITNESS ] if they were trying to enter people’s vehicles and rooms without their permission. Both Ted and [WITNESS ] stated they were not. [WITNESS ] also appeared to be intoxicated at the time of the incident. I asked [WITNESS ] if I could him due to the suspicion of his drunken state. [WITNESS ] gave me consent.
While ing [WITNESS ], I found an empty THC/Marijuana Edible package in his pants pocket. I asked [WITNESS ] if he had taken the marijuana. [WITNESS ] stated that it was his and he had taken the THC edible approximately 30 minutes before my arrival. [WITNESS ] stated that he had taken two of them. Ted was present to speak with [WITNESS ]. Ted explained to me that he had also taken the THC Edibles that [WITNESS ] had on him. This confirmed my suspicion of both these individuals being under the influence of alcohol or drugs at the time of the incident. I again asked [WITNESS ] and Ted if they had bothered individuals around the complex. [WITNESS ] insisted on answering the majority of the questions. [WITNESS ] again stated they did nothing except try to walk to the front office to retrieve another key for their room.
I relocated to speak with Management regarding the incident. I met with [WITNESS ] and [WITNESS ], who both stated they worked at the Efficiency Lodge (780 Bankhead Highway). [WITNESS ] and [WITNESS ] stated they had observed Ted walking around the complex drunkenly before my arrival. [WITNESS ] stated she had received multiple complaints of Ted bothering guests. I asked [WITNESS ] and [WITNESS ] to explain what the complaints were regarding. [WITNESS ] stated that she received a complaint that Ted had walked into a female’s room without her consent. [WITNESS ] states the female then screamed, and Ted left the room. [WITNESS ] added that she received a complaint from a guest regarding Ted attempting to enter another female’s vehicle without her consent. [WITNESS ] states that the female’s husband ran off Ted during this situation. I asked [WITNESS ] and [WITNESS ] if I could view camera footage of this incident. Both management employees consented to view the footage.
While viewing footage of each incident, I could not determine if Ted entered the room and vehicle. I observed Ted going around multiple rooms and attempting to pull off the door handles. It appeared that each of these door handles was locked at the time Ted tried to open them. I confirmed with Management that Ted was not trying to open his own rooms on the property. According to Management, each of the doors was an unoccupied room. While viewing the footage, Ted appears to be walking around the complex, perplexed and disoriented. Ted seems to try to speak with multiple people. Ted appeared to wander around the property without purpose or reasoning. It did not appear that Ted was looking for the front office. Each of these incidents happened in the rear of the complex. I did not observe [WITNESS ] on camera. Management wished that both Ted and [WITNESS ] would not return to the property due to them causing issues with other guests and appearing to always be in an intoxicated state.
I returned to speak with Ted and [WITNESS ] further. I explained that I observed Ted on camera walking around the complex, pulling on door handles, and speaking to random guests on the property. I explained that both of them appeared to be very intoxicated at the time of the incident. Due to not viewing [WITNESS ] on camera, I advised him to go back to his room and sober up. Due to Ted admitting that he consumed THC Edibles, Ted appearing to show numerous signs of being under the influence, and walking around the complex and attempting to make entry into rooms that were not his, Ted was arrested and charged with the following…

Ted was placed in handcuffs to the rear, both hands double-locked, and checked for fit. Ted was escorted to the rear of my patrol and transported to Carroll County Sheriff’s Office. Ted was then transferred to Jail staff for booking.
