On Friday, September 20, 2024
at approximately 1017 hours I responded to 102 N Market Sq (24/7 Coin Laundry) in reference to an assault in progress. Upon my arrival, I made with one party involved, later identified as Ms. Louise McGregor.
While speaking with Ms. McGregor, she advised she and the other subject, later identified as Victim 1, were involved in a verbal argument outside of the business in which she alleged Victim 1 threatened Ms. McGregor. Ms. McGregor stated during the course of the argument, Victim 1 threatened to fight her and acted as if she was pulling something from within her purse. Ms. McGregor stated after being threatened, she then produced a box cutting knife from her pocket and held it by her side. It should be noted, Ms. McGregor changed her story several times while speaking with officers. When asked about the store camera footage, Ms. McGregor advised she did not have access to the cameras. However, Ms. McGregor stated her manager would be able to provide footage at a later time or date. I additionally recovered the box blade said to have been produced during the altercation.
I relocated outside the business, where I spoke with Victim 1. Victim 1 stated while cleaning laundry, Ms. McGregor continued to move her laundry hampers. Victim 1 stated she confronted Ms. McGregor after she continued to move her items, and a verbal argument ensued. Victim 1 advised after completing her laundry she moved her vehicle to the front of the business and began loading the laundry into her vehicle. Victim 1 stated at this time, Ms. McGregor was standing outside of the business with an additional unknown male. Victim 1 stated the male advised “You gonna mess something up today” in which, Victim 1 stated she told the male she will not be messing anything up today. Victim 1 stated at this time, she observed Ms. McGregor pull a knife out and hit her own leg with it, then began approaching her in an aggressive manner. Victim 1 continued, stating that Ms. McGregor then ran after her and chased her around her vehicle into the parking lot with the knife.
After speaking with both parties, due to lack of evidence from no video footage and conflicting statements the incident was documented at that time. Victim 1 did advise she wished to press charges if enough evidence was later found.
Shortly after clearing this call, I was dispatched back to the business in order to collect video footage of the incident. I met with the owner identified as Mr. [REDACTED], who was able to provide some minimal footage from the business doorway and side walk. I was unable to see much of what either party described to have happened in the footage at this time. I did see Victim 1 pull her vehicle up and Ms. McGregor exit the business while walking out of frame to the rear of Victim 1’s vehicle. I then observed Victim 1 return to the driver seat of the vehicle.
Later in shift, I was dispatched once again to the business in reference to a dispute between the original parties once again. While on scene, It was discovered Victim 1 had left prior to my arrival. While speaking with the manager Mr. [REDACTED], he was able to provide the actual footage of the incident. While reviewing the footage, I observed Victim 1 at the rear of her vehicle loading laundry, I then observed Ms. McGregor look to have become irate and begin to charge at Victim 1 in an aggressive manner. Additionally I observed Ms. McGregor make an overt movement with her arm as if she were opening a knife. At this time, I saw the box cutting blade in Ms. McGregor’s hand as she swung the box cutter at Victim 1 multiple times in a slashing movement. Victim 1 was observed fleeing from Ms. McGregor at this time and Ms. McGregor was observed pursuing her briefly passing Victim 1’s vehicle and into the parking lot. At no point did it appear that Victim 1 ‘went into her bag’ like Ms. McGregor had claimed originally.
Due to my observations, I determined Ms. McGregor to be the predominate aggressor of the incident and placed her under arrest for Aggravated Assault. Ms. McGregor was placed into handcuffs behind the back, checked for fit and double locked for safety. Ms. McGregor was ed by Cartersville Police Sgt. G.M. Cooney incident to arrest yielding negative for further contraband or weapons. Ms. McGregor was placed into the rear of my department issued marked patrol vehicle that is ed prior to and after each transport yielding negative of weapons or contraband. Ms. McGregor was transported to 104 Zena Dr (Bartow County Adult Detention Center) where she was turned over to deputies on scene without incident.
The box cutter collected earlier from Ms. McGregor was placed into evidence and turned over to Cartersville Police Evidence Division.
