On August 22, 2024
, at approximately 1126 hours, I was dispatched to 200 Tanger Outlets Blvd., Pooler, Chatham County, GA, in reference to a suspicious person. The caller advised a black male with a green shirt and black pants was going up to people in the roadway and yelling at them. It should be noted that this was the fourth call about this subject and several times he would even yell at the responding officers.
I arrived in the area and Ofc. Dorsz had already located the subject. I attempted to turn around when I was flagged down by another subject who advised the male had just threatened her. I pulled up next to the subject and saw that he was actively walking away from Ofc. Dorsz. Based on the several calls and the information I had, I made the decision that the subject was not going to be allowed to continue to harass the citizens of Pooler, and he was going to be placed under arrest for disorderly conduct. I then gave the male subject, later identified as Mr. Troy Morris, clear commands to stop walking away from officers over my PA system. Mr. Morris declined to listen to officers and continued to walk away.
I pulled my vehicle slightly ahead of Mr. Morris and I exited my patrol vehicle. Mr. Morris continued to disregard my commands. I closed the distance to Mr. Morris, and I grabbed his left hand as Ofc. Dorsz grabbed his right hand. I then placed him in handcuffs that were double locked and adjusted them for fit. Mr. Morris was then escorted to Ofc. Reinhart’s patrol vehicle where I ed him and removed all of his items from his person. While ing him, Mr. Morris advised that officers were going to die tomorrow. I asked him why he did not listen to police commands, and he informed me that I did no have authority over him because he was Jesus Christ. Mr. Morris did not specify how officers were going to die. He also informed me that I needed to remember what I was doing with the handcuffs as they would do the same to me tonight. At the time I was checking his handcuffs for fit and adjusting his hands as to not have the handcuffs cut into his arms.
Mr. Morris had a bus ticket in his pocket with his name on it an a DOB of [REDACTED]. I checked that information, and it did not return. When asked, Mr. Morris declined to provide officers with his information. I checked a local database, and I was able to find his correct date of birth of [REDACTED]. Mr. Morris was cited for disorderly conduct and obstruction. I completed his citations and jail paperwork, and he was given a court date of October 17, 2024
, at 10:00 AM. I also gave him a $1,000.00 bond. All paperwork was turned over to Ofc. Reinhart who transported him to CCDC.
A short time later, I was informed by Ofc. Reinhart that Mr. Morris had threatened her. Mr. Morris advised her that he was going “…to beat her a*s…” when they went inside the jail. Mr. Morris was then charged with terroristic threats, and it was decided that he would be arraigned at a later time.
